HSE Manager

Role overview

Responsibilities

• Develop, implement, and maintain HSE systems, policies, procedures, and safety plans.
• Ensure compliance with UAE laws, local authority requirements, project requirements, and client standards.
• Conduct site inspections, audits, risk assessments, and compliance reviews; prepare and review JSAs, risk assessments, method statements, and emergency plans.
• Identify hazards, implement corrective and preventive measures, and investigate incidents, near misses, and unsafe practices.
• Lead HSE officers, safety engineers, and site teams; deliver inductions, toolbox talks, training, and emergency drills.
• Liaise with clients, consultants, contractors, subcontractors, and UAE authorities.
• Monitor HSE indicators and report incidents, observations, inspections, and corrective actions.
• Ensure procedures for fire safety, work at height, lifting, confined spaces, excavation, and permit to work are implemented.
• Oversee environmental compliance, waste management, pollution prevention, spill control, and emergency preparedness.
• Prepare monthly HSE, audit, and incident reports and management review presentations; promote continuous improvement.

Required qualifications and experience

• At least 10 years of relevant HSE experience within the UAE and experience in an HSE Manager or senior HSE leadership position.
• Strong knowledge of UAE HSE legislation, local authority requirements, and client-specific safety standards.
• NEBOSH IGC certification is mandatory; additional professional HSE qualifications are preferred.
• Experience implementing and maintaining ISO 45001 and ISO 14001 management systems.
• Strong leadership, communication, coordination, and problem-solving skills; able to manage multiple project sites and supervise HSE teams.
• Proficiency in HSE documentation, reports, risk assessments, and audit records.
• A valid UAE driving licence is preferred.

Preferred industry experience

• Experience in one or more of building construction and civil engineering, infrastructure and utilities, oil and gas, MEP and industrial projects, or facilities management is preferred.
