HR Manager – Oil & Gas Construction

Role Overview

HR Operations

• Manage overall HR operations for construction and oil and gas projects.
• Handle end-to-end recruitment for technical, engineering, supervisory, and skilled or unskilled manpower.
• Plan workforce requirements according to project needs.
• Manage onboarding, mobilization, transfers, and demobilization.
• Maintain employee records, contracts, attendance, leave, and HR documentation.

Workforce and Employee Relations

• Coordinate with project management and site teams on manpower requirements.
• Handle employee relations, grievances, disciplinary matters, and workplace issues.
• Coordinate with recruitment agencies and manpower suppliers when required.
• Monitor attendance, absenteeism, leave, and employee performance.
• Support employee retention, replacement, and manpower planning.

Compliance and Reporting

• Implement HR policies and procedures across project sites.
• Support payroll coordination and resolve employee salary-related issues.
• Prepare HR, manpower, headcount, and management reports.
• Coordinate visa, residency, medical, insurance, and other employee documentation.
• Ensure compliance with applicable Qatar Labour Law and company HR policies.
• Maintain confidentiality of employee and company information.

Requirements

• 8–9 years of HR experience, preferably in the oil and gas or construction industry.
• Strong project-based and site-based HR operations experience.
• Experience handling large workforces and manpower-intensive projects.
• Knowledge of recruitment, manpower mobilization, and technical and skilled manpower.
• Knowledge of Qatar Labour Law and local HR practices is preferred.
• Strong communication, interpersonal, organizational, and problem-solving abilities.
• Proficiency in MS Office and HR-related documentation.
• Ability to work under pressure and manage multiple HR activities simultaneously.

Workplace

• Work location is in person.
• The role supports site-based workforces and project locations in Qatar.
