Experience and Language Requirements

• At least 8 years of project or program management experience is required.
• Fluent English and Chinese are mandatory.
• Experience leading transformation projects in government, public sector, smart city, transportation, financial services, or large enterprise environments is required.
• Experience delivering AI, cloud, data, analytics, digital platform, automation, or enterprise technology programs is required.
• Experience managing vendors, partners, system integrators, and third-party service providers is required.
• Experience establishing governance frameworks, PMO structures, risk controls, and change management processes is required.
• Strong experience with executive, government, and cross-functional stakeholders is required.
• UAE or GCC market experience is highly preferred.

Key Responsibilities

• Lead digital transformation programs from strategy through execution and implementation.
• Manage roadmaps, operating models, governance structures, and delivery frameworks.
• Drive AI, cloud, data, analytics, automation, and smart city initiatives.
• Maintain governance, reporting, risk management, and escalation processes.
• Coordinate business stakeholders, technical teams, government authorities, vendors, and external partners.
• Oversee vendor contracts, SLA performance, KPI monitoring, and delivery assurance.
• Facilitate workshops, requirements gathering, prioritization meetings, and executive steering reviews.
• Align strategic objectives and business priorities with technology delivery outcomes.
• Manage project risks and compliance with regulations and organizational standards.
• Coordinate collaboration across technology, operations, business, product, compliance, and external teams.
