Procurement Manager - Civil Engineer

Role overview

Responsibilities

• Develop procurement strategies aligned with project requirements, budgets, and timelines.
• Manage procurement of construction materials, equipment, subcontracting works, and services.
• Source and negotiate with suppliers, subcontractors, and vendors across UAE and GCC markets; maintain supplier relationships.
• Review technical specifications, BOQs, purchase requisitions, and commercial proposals.
• Monitor market trends, material prices, and supply chain developments; identify alternative sources and materials.
• Implement value engineering and cost optimization while protecting quality and project specifications.
• Coordinate procurement and deliveries with project, engineering, consulting, and site teams.
• Monitor supplier performance, delivery schedules, material quality, and contractual compliance.
• Manage procurement budgets, cost control, purchase orders, and contract negotiations.
• Ensure compliance with procurement policies, project specifications, and applicable regulations.

Qualifications and requirements

• Bachelor’s degree in Civil Engineering.
• 8–12 years of construction procurement experience.
• Proven experience in large-scale civil engineering and high-rise building projects.
• Strong knowledge of construction materials, technical specifications, BOQs, subcontracting, and commercial terms.
• Expertise in supplier negotiations, contract management, and strategic sourcing.
• Excellent communication, negotiation, analytical, and organizational skills; ability to manage multiple procurement packages and demanding deadlines.

Preferred experience

• UAE/GCC procurement experience and an established network of local suppliers and subcontractors.
• Experience with market trends, construction material pricing, alternative sourcing, value engineering, cost reduction, and procurement cost optimization.

Pay

• AED 20,000–25,000 per month.
