Duties and responsibilities
- Manage procurement of civil construction materials, equipment, subcontracted works, and related services.
- Review requisitions, specifications, drawings, BOQs, and technical documents before procurement activities.
- Develop sourcing strategies considering quality, cost, delivery, technical compliance, and landed cost.
- Identify and develop qualified local and international suppliers and subcontractors.
- Issue RFQs and RFPs; coordinate technical and commercial offer evaluations.
- Negotiate supplier and subcontractor pricing, payment terms, schedules, warranties, and contract conditions.
- Prepare bid comparisons, cost analyses, and recommendations for management approval.
- Monitor purchase orders and contracts through delivery or completion for compliance with agreed terms.
- Coordinate timely delivery and resolve procurement issues with suppliers and stakeholders.
- Monitor markets, prices, availability, and supplier capabilities to identify savings and reduce supply risks.
- Maintain supplier information and support supplier performance evaluation and development.
- Follow procurement policies and applicable requirements; support plans, savings, process improvements, and guidance for junior staff.
Qualifications and requirements
- Bachelor’s degree in Civil Engineering, Construction Engineering, or a related discipline.
- Minimum 10 years of relevant procurement, purchasing, or supply-chain experience; Oil & Gas, Engineering, Construction, or EPC experience is preferred.
- Strong practical experience procuring civil construction materials, subcontracted civil works, and related services.
- Understanding of civil materials, specifications, BOQs, drawings, and technical requirements.
- Strong commercial and negotiation skills, including experience achieving cost savings and favorable terms.
- Knowledge of supplier sourcing, evaluation, qualification, and performance management.
- Experience with technical and commercial bid evaluations and comparison statements.
- Understanding of purchase orders, contracts, commercial terms, Incoterms, payment terms, warranties, and delivery conditions.
- Strong analytical, problem-solving, communication, interpersonal, and coordination skills; able to manage multiple activities under tight deadlines.
- Proficiency in Microsoft Office and AutoCAD, and experience with SAP.
- Good command of written and spoken English.
