Construction Manager (Infrastructure)

Position overview

Mandatory requirements

• Bachelor's degree in Civil Engineering and at least 7 years of relevant construction experience.
• Proven Dubai infrastructure construction management experience delivering master-planned communities, residential villas and apartments, mixed-use developments, and multi-phase projects.
• Strong working knowledge of RTA, Dubai Municipality, Dubai Development Authority, utility providers, and NOC processes.
• Experience with inspections and authority handover procedures.

Construction delivery and infrastructure scope

• Manage end-to-end construction and ensure compliance with approved drawings, specifications, budgets, and schedules.
• Monitor contractor performance, quality, safety, and productivity; conduct regular site inspections and progress reviews.
• Oversee roads and highways; sewer, stormwater, irrigation, and potable water; electrical, telecom, and street lighting; and public realm and landscape infrastructure.

Stakeholders and commercial management

• Coordinate with consultants, contractors, utility authorities, internal development teams, and government authorities.
• Review progress valuations, variation orders, contractor claims, extension-of-time requests, and payment certifications.
• Experience with FIDIC contracts is preferred.

Quality, compliance, testing, and handover

• Review method statements, material approvals, inspection test plans, QA/QC documentation, and close-out documentation; ensure compliance with authority and company standards.
• Oversee testing and commissioning, snagging, as-built documentation, O&M manuals, authority sign-offs, and final handover.

Technical skills

• Infrastructure construction management; roads and utilities construction; Primavera P6; project scheduling and monitoring.
• FIDIC contract administration; cost control and budget monitoring; risk management; QA/QC management; authority approvals and NOCs.
• Contractor management, progress reporting, testing and commissioning, handover management, and Excel and project reporting systems.
