The role

Provide technical direction across two product teams: a council digital and cyber playbook being rebuilt in-house, and a product analyzing technology used by councils.

The playbook currently runs on WordPress; its re-platforming requirements are not yet drafted.

Establish secure, assured foundations aligned with government standards and prepare a handover for the permanent team.

Key responsibilities

  • Draft re-platforming requirements and appraise platform options, including costs, risks, and trade-offs.
  • Define playbook architecture for hosting, content and contribution, authentication, and relevant GOV.UK integrations.
  • Design how the technology analysis product collects, stores, and secures local-authority data.
  • Run threat modelling and security design; support assurance, security reviews, and penetration testing.
  • Record architecture decisions and align choices with the Technology Code of Practice and Service Standard.
  • Guide a developer and data analyst, review technical quality, and identify useful shared components and data patterns.
  • Coordinate with wider programme workstreams and prepare architecture documentation and a team handover pack.

Essential requirements

  • Active SC clearance or eligibility for SC clearance.
  • Substantial technical or solution architecture experience on web-based digital services.
  • Strong WordPress architecture and hosting experience, including security, performance, plugin governance, and release management.
  • Experience with options appraisals, platform decisions, and migration planning.
  • Secure service design experience covering identity and access, data protection, logging, and secrets handling.
  • Experience with assurance processes, security reviews, and controlled data collection and storage for sensitive information.
  • Ability to explain technical trade-offs to non-technical stakeholders and work across two teams.
  • Experience documenting architecture decisions.

Desirable experience

  • UK central or local government experience and familiarity with the Technology Code of Practice.
  • Familiarity with GOV.UK platform services, the GOV.UK Design System, and common components.
  • Knowledge of cloud hosting patterns, infrastructure as code, local government technology landscapes, or cyber risks.
