Senior HSE Engineer – Power & Substation Projects
Role Overview
Manage and monitor HSE requirements across power, substation, and infrastructure project sites.

Job Purpose
Manage and monitor HSE requirements across power, substation, and infrastructure project sites.
Ensure implementation of the Project HSE Plan and compliance with TAQA Transmission System Safety Rules, ISO 45001, PTW requirements, and applicable HSE standards.
The role involves work in or near live electrical infrastructure, including substations, grid stations, OHL corridors, cables, and other high-voltage infrastructure.
Key Responsibilities
- Implement and monitor the Project HSE Plan, policies, and procedures across project sites.
- Conduct inspections, audits, and safety observations and prepare compliance reports.
- Deliver HSE inductions, toolbox talks, safety briefings, and training.
- Coordinate PTW activities for work in or near substations, grid stations, cable routes, OHL corridors, and gantries.
- Ensure compliance with TAQA Transmission System Safety Rules and electrical safety requirements.
- Identify unsafe conditions and high-risk activities and ensure corrective and preventive actions are implemented.
- Investigate incidents, near misses, and safety observations, including root-cause analysis and corrective-action tracking.
- Support Emergency Response Plans and emergency drills.
- Review subcontractor HSE documents, method statements, risk assessments, and performance.
- Maintain HSE and compliance records and promote safety across multi-site, multi-contractor projects.
- Liaise with client HSE teams, PTW authorities, project management, and subcontractors.
Qualifications and Experience
- NEBOSH IGC, NEBOSH Diploma, or equivalent recognized HSE qualification.
- At least 5 years of HSE experience.
- Experience in or near live electrical infrastructure.
- Relevant sector experience may include power transmission and distribution, substations, high-voltage infrastructure, utility projects, or telecom/infrastructure construction.
- Practical knowledge of PTW systems and electrical safety procedures.
- Experience with ISO 45001 or occupational health and safety management systems.
- Experience conducting HSE inspections, audits, incident investigations, and root-cause analysis.
- TAQA/TRANSCO project or Transmission System Safety Rules experience is highly advantageous.
