Project Cost Control Manager

Role overview

Cost planning and analysis

• Develop and maintain project budgets and cost-control systems aligned with project scope and contractual requirements.
• Prepare cost breakdown structures, budget allocations, and project cash-flow forecasts; monitor expenditure and commitments against approved budgets.
• Forecast project costs throughout all phases and analyse actual costs against budget to identify variances and trends.
• Conduct earned value analysis and performance measurement reporting; identify overruns and recommend corrective action.
• Monitor productivity, resource utilisation, and cost performance indicators.

Reporting and change management

• Prepare weekly and monthly cost reports, detailed cost and trend analyses, and project financial summaries.
• Maintain Estimate at Completion and Estimate to Complete forecasts and support decisions with timely, accurate reporting.
• Evaluate cost effects of scope changes, variations, and change orders; support claims preparation and cost substantiation.
• Document and cost changes, update forecasts, and identify cost-optimisation and value-improvement opportunities.

Risk and stakeholder collaboration

• Identify cost risks, develop mitigation strategies, perform sensitivity analysis and scenario planning, and monitor contingencies and risk-adjusted budgets.
• Work with Project Managers, Commercial Managers, Procurement, Engineering, Construction, and Finance teams.
• Coordinate with clients and stakeholders on cost performance and reporting and present forecasts and recovery plans to senior management.

Experience and education

• Minimum 12 years of project controls or cost control experience in large-scale Oil & Gas EPC projects.
• Experience managing budgets, forecasting, earned value analysis, and financial reporting for multi-million-dollar projects.
• Bachelor's degree in Engineering, Project Management, Business Administration, or a related discipline.

Tools and expertise

• Proficiency in Primavera P6, SAP, ERP systems, Power BI, Excel, and project controls tools.
• Knowledge of cost control systems, budget management, cost forecasting, earned value management, change management, risk analysis, and project financial reporting.
• A master's degree or certifications such as PMP, AACE, CCP, Primavera P6, or other project controls credentials are highly preferred.
