Role purpose

Lead strategic planning, coordination, and control of procurement activities.

Source construction and MEP materials, engineering systems, plant, machinery, spare parts, services, and other operational requirements in line with budgets, technical specifications, project programmes, quality standards, and delivery schedules.

Procurement strategy and planning

  • Develop and improve procurement plans, procedures, systems, and sourcing strategies aligned with company policy and operational objectives.
  • Work with project managers, engineering and technical teams, stores, finance, and logistics to forecast needs and align schedules with project programmes, budgets, and lead times.
  • Review requisitions for complete specifications, quantities, approvals, and documents; prioritize critical and long-lead items.
  • Advise management on market trends, supplier availability, lead times, technical alternatives, and procurement risks.

Supplier sourcing and negotiation

  • Identify, prequalify, and evaluate suppliers, manufacturers, engineering and MEP vendors, contractors, and service providers; maintain an approved supplier database.
  • Assess technical capability, quality, certifications, price, delivery reliability, warranties, after-sales support, spare-parts availability, and commercial terms.
  • Obtain quotations, prepare technical-commercial comparisons, and negotiate prices, payment terms, delivery schedules, warranties, and other conditions.
  • Review supplier performance and develop alternative sources to reduce dependency and risk.

Procurement execution and materials

  • Oversee the full procurement cycle from approved requisition and specification review through quotation evaluation, approvals, purchase order, delivery, inspection, and payment documentation.
  • Ensure purchase orders are accurate, authorized, and tracked; document and obtain approval for variations, substitutions, price changes, and deviations.
  • Coordinate with project, site, technical, stores, and logistics teams on specifications, quantities, quality standards, and approved alternatives.
  • Monitor stock levels, shortages, excess, and slow-moving items; ensure deliveries have purchase orders, delivery notes, goods received notes, and inspection records.
  • Participate in stock counts and reconciliation, and promptly escalate risks to critical materials or delivery dates.

Importation, shipping, and logistics

  • Coordinate international shipments with freight forwarders, shipping companies, clearing agents, transport providers, port authorities, and other stakeholders.
  • Track dispatch, shipment status, estimated arrival, customs clearance, and final delivery; coordinate receipt and handover to stores or logistics.
  • Monitor duties, taxes, freight, port, and clearance costs to help prevent avoidable demurrage, storage charges, and delays.
  • Coordinate import documentation, cost estimates, payments, and clearance requirements with finance and relevant authorities.

Budget, compliance, and risk

  • Align procurement with approved budgets, bills of quantities, material schedules, and procurement plans; monitor expenditure and commitments against budgets and purchase orders.
  • Identify savings through competitive sourcing, negotiation, bulk purchasing, alternative sourcing, and value engineering without compromising quality or technical compliance.
  • Maintain transparency, confidentiality, segregation of duties, and compliance with procurement policy, approval matrix, and applicable requirements.
  • Escalate supplier failure, price volatility, shortages, delays, quality concerns, fraud risks, conflicts of interest, unauthorized purchases, and policy violations.
  • Maintain traceable records and support internal and external audits.

Team leadership, records, and reporting

  • Supervise and allocate work to procurement staff; provide guidance, coaching, and input to performance and development reviews.
  • Maintain procurement records, including requisitions, quotations, evaluations, purchase orders, agreements, delivery and goods-received records, import documents, invoices, and supplier evaluations.
  • Prepare reports and trackers on outstanding orders, critical materials, delayed deliveries, supplier performance, imports, risks, commitments, and corrective actions.
  • Protect confidential commercial, supplier, pricing, contractual, technical, and project information; perform other reasonable duties assigned by management.

Reporting and working relationships

Reports to the Operations Manager and works closely with construction and project managers; the provided description ends before the remaining relationship details.

Requirements

  • Procurement must align with approved budgets, technical specifications, project programmes, quality standards, and delivery schedules.
  • Coordinate procurement requirements with project managers, engineering and technical teams, stores, finance, and logistics.
  • Maintain transparency, confidentiality, segregation of duties, and compliance with procurement policy, approval requirements, and applicable requirements.
  • Supervise and allocate work to procurement staff, providing guidance and coaching.
  • Protect confidential commercial, supplier, pricing, contractual, technical, and project information.
