Role overview

Engineering and coordination

• Review contract specifications, drawings, Bills of Quantities, and employer requirements for instrumentation and control systems.
• Prepare and review material and technical submittals, method statements, ITPs, risk assessments, and commissioning procedures.
• Prepare and review P&IDs, instrument and I/O lists, cable schedules, loop drawings, hook-up and termination drawings, control architecture, and datasheets.
• Coordinate engineering with electrical, mechanical, civil, and process disciplines.
• Review vendor documentation for PLC, SCADA, HMI, field instrumentation, analyzers, panels, and communication systems.
• Coordinate automation suppliers for PLC, SCADA, HMI, telemetry, communication networks, and third-party integrations.
• Support procurement through technical offer review, query responses, and vendor evaluations.

Site delivery and commissioning

• Supervise installation of field instruments, panels, junction boxes, cable trays, instrumentation cables, fibre optic systems, and related equipment.
• Monitor subcontractor compliance with drawings, specifications, quality requirements, and HSE procedures.
• Coordinate inspections with clients, consultants, and authorities and close inspection comments.
• Perform loop checks, point-to-point tests, calibration verification, functional tests, FAT, SAT, pre-commissioning, commissioning, and performance testing as applicable.
• Coordinate plant start-up and support testing, commissioning, and operational handover.
• Prepare punch lists, follow up snag rectification, and close outstanding works before handover.
• Prepare as-built drawings, O&M documents, testing records, and commissioning reports.
• Participate in progress meetings and report on engineering, procurement, installation, and commissioning.
• Comply with company quality systems, project procedures, and HSE requirements.

Required qualifications and experience

• Bachelor's degree in instrumentation, electrical, or control engineering, or a related engineering discipline.
• 5–7 years of relevant instrumentation and control engineering experience.
• Practical experience with PLC, SCADA, HMI, and industrial automation systems.
• Good understanding of Modbus, Profibus, Profinet, Ethernet/IP, and OPC.
• Familiarity with IEC, ISA, and applicable project quality standards.
• Ability to review engineering drawings, specifications, and vendor documentation.
• Good communication, coordination, and problem-solving skills; ability to work independently and manage multiple priorities and deadlines.

Preferred experience and additional advantages

• Water, wastewater, pumping station, or industrial EPC project experience is preferred.
• Experience in water transmission, pumping stations, wastewater treatment, testing and commissioning, utility coordination, or PLC/SCADA integrations is advantageous.
• Knowledge of pump controls, VFDs, surge protection, utility SCADA, MCCs, field instruments, analyzers, motorized valves, and intelligent field devices is advantageous.
• Familiarity with document management systems and project management procedures; DEWA standards knowledge is advantageous.
• Experience with PLC/SCADA engineering software and Document Management Systems is advantageous.

Required software

• Proficiency in Microsoft Office Suite and AutoCAD is required.
