About Artelia

Artelia is an international engineering, consulting, and project management group working across infrastructure, buildings, mobility, water, and energy.

The Middle East team is described as multicultural and growing, with opportunities to take ownership and make an impact.

Role overview

Establish, lead, and develop Artelia Airports’ in-house Infrastructure Team.

Lead integrated airside and landside infrastructure design with technical, managerial, and commercial accountability.

The work covers pavements, roads, grading, drainage, utilities, AGL, electrical power, aircraft stand equipment, and digital modelling.

Leadership and integrated design

  • Drive multidisciplinary delivery for runways, taxiways, aprons, roads, stormwater, utilities, AGL, power, and special airport systems.
  • Set design strategies, scope, interfaces, deliverables, and review gates from concept through construction handover.
  • Integrate infrastructure with airport planning, terminal buildings, MEP, ICT, structures, and phasing.
  • Resolve cross-discipline issues and make key technical decisions.

Programme and commercial management

  • Manage execution plans, deliverable schedules, resource allocation, and man-hour budgets.
  • Track scope and fee changes, manage sub-consultants, and protect commercial integrity.
  • Support bids and variations with fee proposals, staffing plans, and technical submissions.

Governance and digital engineering

  • Establish design standards and QA/QC workflows compliant with ICAO, FAA, GCAA, and local authority requirements.
  • Lead technical engagement with clients, airport operators, and executive stakeholders at reviews and workshops.
  • Promote safety-in-design, sustainability, operational resilience, and lifecycle value.
  • Govern BIM, Common Data Environments, and automated data workflows; sponsor AI and parametric use cases with data security and technical verification.

Education and experience

  • Bachelor’s or master’s degree in civil engineering or a closely related discipline from a recognised institution.
  • At least 15 years of civil or infrastructure engineering experience, including at least 10 years on airport projects.
  • At least five years in a leadership or team-management role.
  • References from at least two major airport projects; GCC experience is preferred.

Technical and professional qualifications

  • Thorough knowledge of ICAO, FAA, and relevant regional aerodrome, infrastructure, and authority requirements.
  • Strong design-management, project-control, and commercial-management capability, including scope, fees, programme, resources, change, risk, and sub-consultant control.
  • Good understanding of FIDIC-based consultancy and construction contracts.
  • Proficiency in AutoCAD, Civil 3D, and Microsoft Office; working knowledge of Primavera P6 or MS Project, BIM coordination, ACC/BIM 360, and relevant airport tools.

Communication and credentials

  • Strong client-facing, negotiation, presentation, report-writing, and decision-making skills in English.
  • Arabic or French is advantageous.
  • Chartered Engineer or PE registration and PMP or project-management certification are advantageous.
  • Ability to lead distributed multidisciplinary teams and manage multiple projects or bids concurrently.
