Role overview
Manage HSE for residential construction projects in Dubai, including site safety, worker health protection, and emergency systems.
Education and certifications
- Bachelor's degree or above in Safety Engineering, Environmental Engineering, or a related major.
- Certified Safety Engineer certificate and internal auditor qualifications for ISO 45001 and ISO 14001.
- Familiarity with Dubai Local Order No. 11 of 2003 on Social Health and Safety and labour accommodation compliance requirements.
Experience
- At least eight years of HSE management experience in construction, including at least four years of full-cycle HSE management for Dubai residential construction projects.
- Experience with site safety control, worker health protection, and emergency-system establishment for large residential projects.
- Familiarity with Dubai Municipality HSE inspections and controls for fire, heat, and working at height.
Professional skills
- Establish, operate, and optimize HSE management systems.
- Independently prepare project HSE plans, JSA risk assessments, and emergency rescue plans.
- Organize safety inductions and toolbox meetings for multinational workers.
- Investigate accidents, track hazard corrections, and maintain compliance files.
Communication and competencies
- Fluent English is required for the working language; basic Arabic is preferred.
- Cross-cultural communication, team management, risk identification, and strong site execution are required.
- Must be able to conduct site inspections and respond to sudden safety incidents.
Site risk and compliance
- Control risks involving high-temperature work, confined-space permits, and hoisting equipment safety.
- Promote subcontractor accountability for HSE duties and maintain local regulatory compliance.
Work location
- Work is in person at project sites.
