Education and qualifications
- Bachelor's degree or above in Safety Engineering, Environmental Engineering, or a related major.
- Certified Safety Engineer certificate required.
- Internal auditor qualifications for ISO 45001 and ISO 14001 required.
- Familiarity with Dubai Local Order No. 11 of 2003 and labor dormitory compliance requirements.
Experience
- At least 8 years of construction-industry HSE management experience.
- At least 4 years of full-cycle HSE management experience on Dubai residential construction projects.
- Experience in on-site safety control, labor health protection, and emergency system establishment for large residential projects.
- Familiarity with Dubai Municipality HSE inspections and risks including fire, high temperatures, and work at height.
Professional skills
- Establish, operate, and optimize HSE management systems.
- Independently prepare project HSE plans, JSA risk assessments, and emergency rescue plans.
- Organize safety induction training and toolbox meetings for multinational laborers.
- Conduct accident investigations, track hazard rectifications, and maintain compliance documents.
Core competencies
- Fluent English is the working-language requirement; basic Arabic proficiency is preferred.
- Strong cross-cultural communication, team management, risk identification, and on-site execution capabilities.
- Able to promote subcontractor HSE responsibilities and adapt to inspections and emergency response.
Workplace and employment
- Full-time role with in-person work location in Dubai.
Responsibilities

- Carry out on-site safety control and labor health protection for residential construction projects.
- Promote subcontractor compliance with HSE responsibilities.
- Control risks involving high-temperature work, confined-space permits, and hoisting equipment safety.
- Support HSE inspections and emergency response to safety incidents.
