Commissioning Manager

Role overview

Responsibilities

• Lead the Commissioning Office and establish commissioning strategies, standards, procedures, execution plans and best practices.
• Set governance and stage-gate reviews for completion, readiness, start-up and handover.
• Guide project commissioning managers and discipline leads; manage resources, recruitment, mobilization, competency, allocation and succession planning.
• Review project plans, schedules, budgets and execution strategies; identify risks and define mitigation and recovery actions.
• Track completion, turnover, preservation, schedule, cost, productivity, quality and HSE KPIs.
• Coordinate engineering, procurement, construction, fabrication, offshore installation, operations, maintenance, HSE, quality, clients, joint ventures and contractors.
• Standardize and digitalize completion processes and tools; maintain data integrity and consistent reporting.
• Share lessons learned, drive improvement, and support bids, project reviews and early development.
• Ensure compliance with regulations, contracts, company procedures and HSE requirements; report performance, risks, resources and decisions to senior management.

Qualifications and experience

• Bachelor’s degree in Engineering required; Chemical, Mechanical, Electrical or Instrumentation Engineering preferred.
• At least 25 years of Oil & Gas experience, including 15 years in offshore platform and fabrication-yard pre-commissioning, commissioning, start-up and operations readiness.
• At least 15 years in senior commissioning leadership, responsible for multiple offshore projects or a commissioning function.
• Experience across at least five major projects; complex offshore facilities and multidisciplinary interfaces preferred.
• Demonstrated ability to establish governance, manage portfolio priorities and lead geographically dispersed teams.

Technical expertise

• Extensive knowledge of systemization, system completion, turnover, preservation, dynamic commissioning, start-up, performance testing, operations readiness and final handover.
• Strong offshore platform experience, including topsides, riser platforms and wellhead platforms.
• Familiarity with brownfield integration and SIMOPS across piping, mechanical, electrical, instrumentation, ICSS and telecommunications.
• Experience with gas-processing facilities and production and export pipeline interfaces.
• Knowledge of utilities and auxiliary systems, offshore telecommunications, flow measurement, operability, maintainability, HAZOP close-out, safety reviews and start-up risk management.
• Experience with digital completion systems and engineering tools such as HEXAGON, WinPCS, ICAPS or equivalent; ability to review technical documents and translate risks into management decisions.

• Location: Qatar.
• Onshore rotation: 90/16; offshore rotation: 28/28.
