  • Track Nitaqat bands and profession-specific localisation, model hiring and exit impacts, and advise leaders on compliant workforce plans.

  • Provide monthly payroll inputs and maintain accurate, consistent employee records.
  • Monitor labour law changes; start renewals early for iqamas, work permits, passports, and medical insurance; adapt Group policies and maintain local work regulations and disciplinary schedules.

Partnering and operations

  • Advise local leaders on employee relations, performance, discipline, and grievances, and partner with HR business partners on Group policy compliance.
  • Manage medical insurance, recruitment, and government-service providers against agreed service levels.
  • Support office facilities, workspace, equipment, new-joiner access, and visit visas for Group colleagues.
  • Report monthly on headcount, Saudization, permits, and compliance risks; identify inefficient processes and handle employee data in line with Saudi personal data law.

Required qualifications

  • At least 6 years of Saudi HR experience, including hands-on government relations and lifecycle transactions.
  • Practical experience with Qiwa, Muqeem, Absher Business, GOSI, and Nitaqat, including exception and violation resolution.
  • Working knowledge of Saudi Labour Law and its implementing regulations.
  • Direct line-manager advisory experience as an HR generalist or business partner; new or fast-growing entity experience is ideal.
  • Fluent written and spoken Arabic and English; self-directed, discreet, and able to use sound judgement on escalation and confidential data.
  • Bachelor’s degree in HR, business, or a related field.

Advantageous experience

  • Office set-up, multi-entity, or real estate, construction, hospitality, or fitness experience is advantageous.
  • Darwinbox or SAP SuccessFactors experience is advantageous; CIPD, SHRM, or equivalent is advantageous.

Location and schedule

  • The role is based in Riyadh, Saudi Arabia, and is listed as onsite.
  • Working hours are 40 hours per week.
