Tendering Specialist

Job purpose

Tender sourcing and portal management

• Monitor e-tendering and procurement portals, including Ariba, government and semi-government portals, Etimad, and client-specific portals.
• Maintain company registrations, prequalifications, and vendor accounts; keep documents and certifications current.
• Track notices, deadlines, addenda, and clarification periods in a live tender tracker.
• Download, review, and distribute tender documents to relevant departments.

Bid preparation and submission

• Analyze tender scope, BOQs, specifications, and commercial and technical conditions.
• Coordinate with estimation, engineering, and commercial teams to compile complete, compliant bids.
• Prepare technical and commercial submissions that meet portal requirements and formats.
• Submit bids accurately and before deadlines; prepare clarifications, queries, and post-tender responses.

Client and stakeholder management

• Serve as primary contact for clients, consultants, and procurement teams during tendering.
• Build relationships with existing and prospective clients to secure invitations to bid.
• Attend pre-bid meetings, site visits, and clarification sessions.
• Manage client prequalification requests, registrations, and approved-vendor listings.

Strategy and reporting

• Develop bid/no-bid recommendations based on capability, capacity, risk, and profitability.
• Track win/loss outcomes, analyze results, and report tender performance and hit rates.
• Maintain pricing, competitor, and client feedback data to improve future bids.
• Support commercial negotiations and hand over awarded projects to operations.

Qualifications and experience

• Bachelor's degree in Engineering, Quantity Surveying, Business, or a related field.
• 6–10 years of tendering or bidding experience; contracting, MEP, or construction background preferred.
• Proven e-tender portal management and experience with UAE/GCC government and semi-government registrations.
• Solid understanding of BOQs, FIDIC contracts, and commercial terms.

Skills

• Expertise in e-tender portals and prequalification or vendor registration processes.
• Strong commercial acumen and understanding of estimation.
• Excellent client relationship, negotiation, and communication skills.
• Highly organized, attentive to deadlines and detail, and proficient in MS Office, advanced Excel, and document or bid management tools.
