SR.MANAGER, TENDER - Building & Infra

Role purpose

Tendering and commercial responsibilities

• Lead tender review, bid/no-bid assessment, proposal preparation, approval, and submission; review specifications, scopes, BOQs, drawings, and contract requirements.
• Coordinate technical and commercial proposals across relevant departments and ensure compliant, timely submissions.
• Lead BOQ analysis, cost estimates, pricing strategy, and cost breakdowns; evaluate supplier and subcontractor quotations.
• Review contract terms, identify commercial exposures, recommend qualifications or deviations, and participate in negotiations, claims reviews, change orders, and clarifications.

Risk, handover, and reporting

• Identify technical, commercial, contractual, financial, and schedule risks; develop risk registers and mitigations and inform bid/no-bid recommendations.
• Hand over tender documents, estimates, assumptions, exclusions, quotations, and clarifications to supply chain and execution teams; support post-award clarifications and budget alignment.
• Maintain tender records, status reports, cost information, and post-bid analyses; monitor market trends, competitors, client needs, and sector opportunities.
• Establish procedures, checklists, and quality controls; improve estimating accuracy, tender efficiency, and bid success.

Education and experience

• Bachelor’s degree in civil engineering or a closely related engineering discipline.
• Minimum 18 years in civil tendering and estimation and 15 years of professional experience in the Saudi Arabian market.
• Experience managing large-scale, technically complex tenders and leading tender teams through the complete bid lifecycle.
• Strong exposure to EPC and civil works in infrastructure, building, power generation, water, defense, or oil and gas projects.

Technical competencies

• Civil tender management, BOQ and quantity analysis, cost estimation, proposal preparation, pricing strategy, and commercial evaluation.
• Familiarity with Saudi construction-market tendering procedures; tendering software, estimation tools, document control systems, and SAP or equivalent ERP platforms.

Client and leadership competencies

• Strong familiarity with Saudi client requirements and approval workflows; listed client exposure includes Saudi Aramco, PIF-related projects, Royal Commission, SEC, and named ministries and CEER.
• Strategic thinking, commercial judgment, team leadership, coaching, performance management, decision-making, stakeholder coordination, planning, risk awareness, integrity, and continuous improvement.
