The project

Infrastructure project delivery

• Manage infrastructure design consultants across design stages, focusing on infrastructure, utilities and security services.
• Ensure designs meet employer requirements, applicable codes and standards, and PMC contractual obligations.
• Manage statutory authority approvals and submissions, coordinating with RTA, Trakhees, DEWA, telecom providers, DECCA, Dubai Municipality and other relevant authorities.
• Ensure consultants maintain clear approval pathways and programmes to support timely project delivery.
• Interface among infrastructure consultants, the delivery team and project stakeholders; coordinate with third-party consultants and other disciplines.
• Oversee infrastructure pre-construction planning, design programming and schedule management.
• Identify, consolidate and manage design and delivery risks; advise on procurement routes and strategy.
• Monitor design progress and report on programme, deliverables, risks and approvals.
• Review consultant submissions for design conflicts, gaps and evident technical non-conformances; liaise with the cost consultant on pricing, design development and changes.
• Manage design changes from masterplan amendments and assess wider project impacts; coordinate responses to authority comments and queries.
• Support the Infrastructure Director with governance, coordination and delivery of the infrastructure design programme.

Education and experience

• Bachelor’s degree in civil engineering, infrastructure engineering or a related engineering discipline from a recognized university.
• Significant infrastructure design-management and delivery experience on major building, masterplan or mixed-use development programmes.
• Experience in a PMC, engineering consultancy or major developer environment managing multidisciplinary design consultants.
• Demonstrable experience with Dubai infrastructure and utility authority approvals, including RTA, DEWA, Dubai Municipality, Trakhees and telecom or service providers.
• Strong technical understanding of roads, utilities, drainage, wet and dry services, external works and associated infrastructure interfaces.
• Experience managing infrastructure design through concept, detailed design, authority approvals, procurement and construction.
• Excellent stakeholder management and communication across design, delivery, commercial, authority and third-party consultant teams.
• Previous UAE or Dubai project experience, particularly on large-scale, complex developments.

Preferred qualifications

• A professional engineering qualification or chartership such as CEng, ICE, CIHT or equivalent is advantageous.
• A project management qualification such as PMP, PRINCE2 or equivalent is beneficial.
