Senior Human Resources Manager

Job Purpose

HR Governance and Compliance

• Develop, implement, and maintain HR governance frameworks, policies, and procedures aligned with UAE labour law and organisational requirements.
• Conduct audits and risk assessments, identify compliance gaps, and lead action plans to address them.
• Advise HR Business Partners and leadership on governance, policy interpretation, and compliance; monitor legal changes and keep practices current.

People Services Management

• Lead employee lifecycle services, including onboarding, HR operations, benefits administration, and offboarding.
• Improve service speed, quality, and consistency through better processes, technology, automation, and data analytics.
• Oversee employee data systems and maintain data accuracy, security, and confidentiality; improve access to HR services and employee experience.

Policy Development and Leadership

• Develop and update policies and procedures to reflect business needs, legal requirements, and good practice.
• Work with Legal, Compliance, and stakeholders to make policies practical and enforceable, communicate them clearly, and support consistent application.
• Lead, coach, and develop an HR team; build relationships with HR Business Partners, business leaders, and other stakeholders.

Strategic Initiatives

• Contribute to diversity and inclusion, workforce planning, and organisational development programmes.
• Use industry trends, employee feedback, and service data to identify improvements to governance and people services.
• Support change management for new HR policies, processes, and systems.

Qualifications

• Bachelor’s degree in Human Resources, Business Administration, or a related field.
• At least 12 years of progressive experience in HR governance, compliance, or HR operations.
• Strong background in policy development, HR systems, and service delivery management.
• Excellent leadership, communication, interpersonal, and negotiation skills; strong analytical, problem-solving, and decision-making abilities.
• Proven ability to manage and develop high-performing teams and build stakeholder relationships at all levels.
• In-depth knowledge of UAE employment laws, HR compliance standards, and best practices.
