Senior Civil Procurement Engineer

Role summary

Key responsibilities

• Manage the complete procurement cycle for assigned project requirements.
• Review specifications, BOQs, drawings, material requirements, and procurement schedules; issue RFQs to suppliers and subcontractors.
• Identify and develop suppliers, manufacturers, and subcontractors; obtain and analyze technical and commercial quotations.
• Coordinate with engineering, construction, planning, commercial, contracts, and QA/QC teams, including technical offer evaluations.
• Prepare commercial comparison sheets and procurement recommendations; negotiate prices, terms, schedules, warranties, and conditions.
• Prepare purchase orders, subcontract agreements, and related procurement documentation.
• Monitor supplier performance, manufacturing schedules, delivery commitments, approvals, inspections, shipment, and site delivery.
• Maintain procurement logs, vendor records, quotation records, and purchase order status reports.
• Track long-lead items and align procurement with the project master schedule; coordinate contractual procurement matters.
• Ensure compliance with specifications, approved vendors, budgets, and company procedures; identify and escalate risks, delays, and cost impacts.
• Support cost-saving and value-engineering initiatives while maintaining quality and project specifications.
• Maintain supplier relationships and prepare regular procurement progress reports and management updates.

Required experience and qualifications

• At least 8 years of procurement experience in construction or engineering.
• Proven experience on large-scale construction projects and in procurement of materials, equipment, specialist systems, and subcontracted works.
• Experience working with suppliers, manufacturers, subcontractors, and specialist contractors.
• Strong understanding of technical specifications, BOQs, drawings, and project requirements.
• Strong negotiation, commercial, analytical, communication, coordination, and follow-up skills.
• Experience preparing RFQs, technical and commercial evaluations, comparison statements, purchase orders, and subcontract documentation.
• Strong coordination with engineering, commercial, contracts, planning, QA/QC, and construction teams.
• Excellent Microsoft Office skills, particularly Microsoft Excel.
• Ability to manage multiple procurement packages under tight deadlines.

Preferred experience and education

• UAE major construction project experience is preferred.
• Multidisciplinary project experience involving civil, structural, architectural, MEP, and ELV works is preferred.
• High-value and long-lead procurement experience is preferred.
• Experience with major developers, consultants, PMC organizations, or main contractors is preferred.
• ERP, procurement, or supply chain management systems experience and knowledge of the UAE supplier and subcontractor market are preferred.
• A bachelor’s degree in engineering, procurement, supply chain management, business administration, or a related field is preferred.

Pay

• Pay is AED 15,000–19,000 per month.
