Role overview

Key responsibilities

• Lead and supervise Resource Coordinators and supporting staff; establish resource management policies, procedures, and allocation frameworks.
• Plan and approve manpower, vehicles, equipment, tools, and materials to meet project plans, timelines, and budgets.
• Coordinate workforce mobilization, demobilization, transfers, and replacements with HR, Recruitment, and Project Managers.
• Optimize utilization by redeploying idle, underutilized, or excess resources; resolve allocation conflicts across concurrent projects.
• Prepare budgets, track costs, and implement cost-control and efficiency measures.
• Oversee vehicle and equipment availability, maintenance, and movement to minimize downtime.
• Monitor utilization, productivity, availability, and cost KPIs; prepare management reports and dashboards.
• Coordinate with HR, Procurement, Accounts, Administration, Warehouse, and Project Teams; ensure compliance with company policies, labour rules, and health and safety requirements.

Requirements

• Bachelor's degree in Engineering, Business Administration, Project Management, or a related field.
• 8–10 years of relevant experience in contracting, construction, manpower, or a related industry, including at least 3–4 years in a managerial role.
• Strong resource and manpower management, workforce planning, and deployment experience across multiple projects and sites.
• Proven experience leading and developing a resource or operations team.
• Knowledge of manpower, equipment, vehicle, and material management, resource budgeting, and cost control.
• Advanced MS Excel or Google Sheets skills; ERP, resource planning, or project management tools are advantageous.
• Strong leadership, planning, decision-making, communication, stakeholder management, analytical, reporting, and problem-solving skills.
• UAE experience is preferred.
