Role purpose

Owns the commercial side of landscaping work in Dubai, pricing tenders and preparing payment applications and certificates for hardscape and softscape installation and maintenance contracts.

Protects margins through accurate bid pricing and timely payment for completed quantities and approved variations.

Department: Operations and Projects; reports to the Head of Projects.

Tendering and pricing

  • Review tender documents, drawings, specifications and BOQs; identify scope gaps, exclusions and risks before pricing.
  • Take off quantities for hardscape items such as paving, kerbs, retaining walls, water features, pergolas, furniture, lighting and irrigation, and softscape items such as trees, shrubs, turf, soil and mulch.
  • Maintain current rates for materials, plants, labour, equipment and subcontract packages; obtain and compare supplier and subcontractor quotes.
  • Price installation and maintenance scopes, including manpower, consumables, replacement planting and seasonal adjustments.
  • Prepare tender summaries, preliminaries, overheads, margins, risk allowances and commercial submissions, including priced BOQs and clarifications.
  • Track bid status, outcomes and achieved rates; prepare negotiation positions and value-engineering options.

Payment administration

  • Prepare monthly interim client applications using measured progress, quantities, measurement sheets, photos and approved inspection requests.
  • Reconcile applications against contract BOQs, approved variations, materials on site, advance recovery and retention.
  • Apply contract terms for retention, advance payments, UAE VAT, back charges and liquidated damages; meet cut-off dates and resolve valuation differences.
  • Maintain a tracker of amounts applied for, certified, invoiced, received and outstanding.
  • Measure and value subcontractor work; prepare certificates net of retention, advances, recoveries and back charges.
  • Check supplier invoices against purchase orders and delivery notes; maintain subcontractor ledgers and final account positions.

Cost control and contract support

  • Set project budgets from winning tenders and report monthly costs against budget, forecast final cost and margin.
  • Prepare and negotiate variation claims, extension-of-time cost impacts and notices, supported by measurements and rate justification.
  • Support procurement of purchase orders, subcontract packages and long-lead items such as trees and imported plants.
  • Maintain correspondence, instructions, progress records and drawing revisions affecting quantities.
  • Prepare final accounts, completion and handover cost statements, and retention and defects-liability releases.
  • Support maintenance contracts with scope schedules, monthly billing and annual rate reviews.

Experience and education

  • Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management or a related field.
  • Five to eight years as a Quantity Surveyor, including at least three years in the UAE.
  • Experience in landscaping, external works or infrastructure packages is ideal.
  • Proven record pricing landscape tenders and producing monthly payment applications and certificates.
  • RICS membership or progress toward it, or equivalent professional recognition, is preferred.

Technical skills

  • Working knowledge of hardscape and softscape, irrigation systems, plant sourcing and typical UAE supplier rates.
  • Strong measurement, BOQ preparation and rate analysis skills.
  • Knowledge of FIDIC-based and standard UAE subcontract conditions, including variations, retention, advance payments and time-bar notices.
  • Advanced Excel skills, including formulas, lookups and pivot tables; CostX, Bluebeam or similar is an advantage.
  • Ability to read landscape, architectural and irrigation drawings and identify quantity differences between revisions.

Other qualifications

  • A valid UAE driving license and ability to visit sites are preferred.
  • Clear written English, accuracy, organisation, deadline focus and confidence negotiating with suppliers, subcontractors and client representatives are expected.
  • Arabic language ability is an advantage.

Benefits

  • Monthly compensation, health coverage, work permit and professional development opportunities are offered.
  • The employer describes a dynamic, collaborative work environment with growth potential.
