The role supports project mobilisation by translating delivery requirements into workforce plans, recruitment strategies, and access to specialist expertise.
The specialist advises project leaders, develops talent and expert networks, and coordinates recruitment and mobilisation with local partners and Group HR.
Project delivery teams are staffed in the UAE and internationally.
Key responsibilities
- Define team structures, role profiles, expertise requirements, and mobilisation priorities with project leaders.
- Develop resourcing plans covering staffing needs, timelines, indicative costs, and sourcing options.
- Advise on project hires, consultants, subject-matter experts, and local recruitment partners.
- Coordinate sourcing, assessment, approved offers, and onboarding with Group HR and hiring managers.
- Build networks of specialists, consultants, and candidates across sectors and markets.
- Assess recruitment partners in project countries and recommend scope, fees, and delivery arrangements for approval.
- Coordinate salary and benefits benchmarking to support project budgets and employment packages.
- Develop assessment criteria and support interviews for senior, specialist, and project delivery roles.
- Track recruitment progress, resource availability, and mobilisation risks, and update project leadership.
- Coordinate onboarding, assignments, and resource transitions with operational, HR, and administrative teams.
Qualifications
- Bachelor’s degree in business administration, management, human resources, or a related field, or equivalent relevant professional experience.
- At least five years of experience in project resourcing, specialist recruitment, workforce planning, or talent advisory.
- Experience supporting consulting, programme delivery, or organizations operating across multiple projects.
- Ability to translate project requirements into role profiles, staffing plans, and recruitment priorities.
- Track record recruiting senior professionals, technical specialists, consultants, or subject-matter experts.
- Experience working with recruitment agencies, external partners, and stakeholders across countries.
- Ability to assess market information, challenge resourcing assumptions, and present practical recommendations.
- Strong stakeholder management, organizational, and written communication skills.
- Professional fluency in English and proficiency in recruitment systems and reporting tools.
