Procurement Department Manager

Key Responsibilities

• Lead the development and execution of the annual procurement plan and operational strategy for the Procurement Section.
• Oversee all procurement activities including tenders, RFPs, direct purchases, and supplier management in full compliance with

Government Contracts Law

• Develop and update procurement policies, procedures, and best practices aligned with government excellence standards.
• Build and maintain strategic relationships with suppliers, conduct performance evaluations, and drive continuous improvement.
• Manage end-to-end tendering and bidding processes, including bid evaluation, contract awarding, and supplier selection.
• Lead price benchmarking, cost optimization, and risk management initiatives across procurement activities.
• Provide strategic input on budget preparation and monitor procurement spend to ensure financial efficiency.
• Lead, mentor, and develop a high-performing procurement team through clear goal setting and performance management.
• Champion innovation, digital transformation, and sustainability in procurement practices.

Required Qualifications

• **Bachelor’s degree in business administration**
• , Procurement, Supply Chain, Contracts Management, or a related field from a recognized university.
• Minimum
• 7 years
• of relevant professional experience in procurement, with strong exposure to government or semi-government entities.
• In-depth knowledge of Dubai Government procurement laws, regulations, and best practices.
• Proven leadership experience managing cross-functional teams and complex procurement projects.
• Strong analytical skills with the ability to prepare high-level performance reports and spending analysis.
• Excellent negotiation, stakeholder management, and communication skills (Arabic & English).
