Role Overview
The Operations Manager – Facilities Management will lead and oversee the operational performance of multiple FM contracts across Qatar.
The role is responsible for managing FM Managers, site teams, service delivery, client relationships, HSE compliance, and financial performance, ensuring all contracts are delivered in line with Qatar regulations, SLAs, KPIs, and client expectations.
This is a senior operational leadership role requiring strong people management, technical FM knowledge, and commercial awareness within a multi-site, multi-client environment.
Operational Leadership
- Lead, manage, and mentor FM Managers and site leadership teams across multiple FM projects.
- Ensure consistent delivery of Hard FM, Soft FM, and integrated services in line with contractual SLAs and KPIs.
- Implement standardized operating procedures, policies, and best practices across all sites.
- Conduct regular site visits and audits, performance reviews, and operational risk assessments.
- Ensure full compliance with QHSE regulations, Civil Defense requirements, Government authorities alignment, and company policies.
- Develop FM Managers, FM Engineers, and supervisors through coaching and training.
Client & Stakeholder Management
- Act as a senior operational point of contact for clients, ensuring strong relationships and high satisfaction levels.
- Proactively identify service improvements, value engineering opportunities, and upselling initiatives.
- Support contract renewals
- Manage projects mobilizations, and demobilizations.
Financial & Commercial Management
- Manage operational budgets and profitability across assigned contracts and projects.
- Ensure targeted revenue achievement and additional works generation from existing contracts and new leads.
- Review and submit monthly financial performance, forecasts, and variance analysis with FM Managers.
- Optimize resource deployment and material consumption.
- Support the preparation of operational input for bids, tender submissions, and pricing exercises, including additional projects from existing and new clients.
Requirements
- Bachelor’s degree in Engineering, preferably Mechanical/Electrical Engineering.
- 10+ years of experience in Facilities Management operations, with at least 4–5 years in a multi-project leadership role.
- Proven experience managing multiple FM contracts in Qatar and the GCC.
- Strong knowledge of Hard FM systems (MEP, HVAC, Electrical, Plumbing, ELV Systems, Fire & Life Safety).
- Solid understanding of Soft FM services (cleaning, security, landscaping, waste management).
- Experience managing SLAs, KPIs, and CAFM systems.
- Experience in the Qatar market with local regulations, Civil Defense approvals, and client expectations.
- FMP, CFM, or PMP certification is a plus.
- Proficient in English and Arabic language skills.
