Role overview

Analysis leadership and delivery

• Establish analysis standards, templates, and assurance, maintaining consistency, traceability, and alignment with government Digital and Data Profession Capability frameworks.
• Produce reusable business artefacts and analyse business rules, data models, and user documentation.
• Translate complex business needs into testable requirements.
• Represent the business group at governance boards, committees, and design authorities.
• Mentor and develop Analysts' technical and strategic skills; provide expert consultancy and work with third-party suppliers on requirements, dependencies, and standards.
• Manage risk, compliance, and change; monitor delivery metrics, feedback, and data and promote continuous improvement and evidence-based decisions.

Experience and capabilities

• Translate business needs into well-defined user stories and requirements; perform as-is and to-be process mapping and gap analysis and develop change plans.
• Bring a track record working with senior leaders and stakeholders and the ability to develop, mentor, and manage less experienced colleagues.
• Lead business analysis and service design and deliver complex IT or digital services.
• Have a Computer Science or Information Technology degree, professional-level Business Analysis certifications, or equivalent hands-on experience.
• Be able to design secure or air-gapped platforms in the government sector.
• Have knowledge of NCSC, GDS, and UK government security frameworks, including Secure by Design, Cloud Security Principles, Government Functional Standards, and the Technology Code of Practice.
• Communicate confidently, lead co-design workshops, and apply human-centred design methods to complex problems.

Salary and benefits

• Salary is £62,561–£65,371, plus a £1,750 location allowance.
• The Civil Service Pension has an employer contribution of 28.97%.
