HSE Engineer

Role Overview

Key Responsibilities

• Implement and monitor the project HSE Management System.
• Ensure compliance with UAE regulations, client requirements, project specifications, and safety standards.
• Review HSE plans, risk assessments, method statements, JSA/JHA, and safety procedures.
• Conduct site inspections, HSE audits, safety walks, and compliance assessments.
• Identify hazards and ensure preventive and corrective actions are implemented.
• Monitor safe execution of industrial construction and engineering activities.
• Implement the Permit to Work system and monitor high-risk activities.
• Coordinate with project stakeholders, contractors, and subcontractors on HSE matters.
• Conduct inductions, toolbox talks, safety briefings, and awareness programs.
• Investigate incidents, accidents, near misses, unsafe acts, and unsafe conditions.
• Track corrective and preventive actions and monitor subcontractor HSE performance.
• Maintain HSE documentation and prepare daily, weekly, and monthly reports.

High-Risk and Site Activities

• Monitor lifting operations, work at height, confined spaces, excavation, scaffolding, hot work, electrical work, and heavy equipment operations.
• Monitor PPE compliance, housekeeping, access and egress, emergency arrangements, welfare facilities, and site conditions.
• Coordinate emergency drills and response activities.
• Ensure proper implementation of fire and life safety requirements.

Environmental and Performance Duties

• Monitor waste management, dust and noise control, spill prevention, and pollution control.
• Coordinate HSE requirements with clients, consultants, authorities, and project stakeholders.
• Monitor HSE KPIs and performance indicators.
• Promote a strong safety culture among employees, contractors, and subcontractors.
• Report significant unsafe conditions or activities and support improvements to HSE policies and procedures.
• Record and close HSE observations, non-conformities, and action items within required timeframes.

Required Qualifications and Experience

• Bachelor’s degree or diploma in Occupational Health and Safety, Engineering, Environmental Science, or a related field.
• Minimum 8+ years of relevant HSE experience.
• Proven experience in industrial and large-scale construction projects.
• Consultancy and contractor-side experience is required.
• Strong knowledge of UAE HSE regulations and construction safety practices.
• Strong knowledge of risk assessments, JSA/JHA, method statements, PTW, HSE plans, audits, and site inspections.
• Experience in incident investigation, HSE reporting, safety training, and contractor management.
• Excellent communication and coordination skills.
• Ability to work independently and manage multiple project HSE requirements.

Preferred Certifications

• NEBOSH IGC or an equivalent HSE qualification is preferred.
• IOSH certification is preferred.

Advantageous Project Experience

• Experience with industrial buildings and facilities, oil and gas or energy projects, steel structures, and steel erection is advantageous.
• Experience with mechanical and electrical installation, heavy lifting, civil and excavation works, piping, equipment installation, welding, confined spaces, work at height, or heavy equipment is advantageous.
• Abu Dhabi project experience is advantageous.
