Overview

PTWL is seeking a proactive and organized HR Assistant – Blue Collar Coordinator to support workforce management and HR operations for site-based employees.

The ideal candidate will be responsible for coordinating blue-collar workforce activities, employee documentation, attendance, accommodation matters, and day-to-day HR support while ensuring compliance with company policies and UAE labour regulations.

1. Workforce Coordination

  • Coordinate daily manpower allocation and deployment in consultation with site supervisors and project teams.
  • Maintain updated records of workforce assignments, transfers, and mobilizations.
  • Monitor workforce availability and support manpower planning requirements.
  • Coordinate employee movement between projects and accommodations.

2. Attendance & Timesheet Management

  • Collect, verify, and maintain daily attendance records and timesheets.
  • Coordinate with site supervisors to resolve attendance discrepancies.
  • Prepare attendance summaries for payroll processing.
  • Monitor absenteeism, overtime, and leave records.

3. Employee Documentation & HR Administration

  • Maintain employee files and ensure all documentation is updated and properly filed.
  • Assist in preparing employment contracts, warning letters, and HR-related documentation.
  • Monitor visa, Emirates ID, labour card, passport, and insurance expiry dates.
  • Support onboarding and induction processes for new employees.

4. Employee Relations & Welfare

  • Serve as the first point of contact for blue-collar employees regarding HR-related queries.
  • Assist in addressing employee concerns, grievances, and welfare matters.
  • Coordinate accommodation, transportation, and employee welfare requirements.
  • Support employee engagement and workforce retention initiatives.

5. Leave, Vacation & Mobilization Coordination

  • Process leave applications and maintain leave records.
  • Coordinate annual leave schedules, vacation travel arrangements, and employee returns.
  • Track employee mobilization and demobilization activities.
  • Ensure proper documentation for employee movements.

6. Payroll Support

  • Assist in compiling payroll inputs including attendance, overtime, leave, and deductions.
  • Verify payroll-related records before submission to HR and Finance.
  • Support final settlement documentation and employee exit formalities.

7. Compliance & Reporting

  • Ensure compliance with company policies and UAE Labour Law requirements.
  • Maintain accurate HR records and workforce databases.
  • Prepare manpower reports, attendance reports, and HR administrative reports.
  • Support HR audits and compliance reviews.

8. Coordination with Internal Departments

  • Coordinate with HR, Operations, Site Supervisors, Accommodation Supervisors, and PRO teams.
  • Ensure smooth communication between site teams and the HR department.
  • Support recruitment and onboarding activities when required.

& Requirements

  • Bachelor's Degree or Diploma in Human Resources, Business Administration, or a related field.
  • 2–5 years of UAE experience in HR administration, workforce coordination, or employee relations.
  • Experience handling blue-collar workforce coordination within construction, landscaping, technical works, or related industries.
  • Good knowledge of UAE Labour Law and HR administrative procedures.
  • Strong organizational and record-keeping skills.
  • Proficiency in MS Office applications, especially Excel.
  • Strong communication and interpersonal skills.
  • Ability to work in a fast-paced environment and manage multiple priorities.

Preferred Qualifications

  • Experience handling large site-based workforces.
  • Familiarity with timesheet management and payroll support processes.
  • Knowledge of accommodation and employee welfare coordination.
  • UAE Driving License is an advantage.
