Role Description

The Emiratisation Manager is a full-time, on-site role based in Dubai, responsible for developing and implementing strategies to attract, retain, and develop Emirati talent across Valtrans.

This role designs and executes Emiratisation programs, including recruitment campaigns, onboarding frameworks, and career development pathways aligned with UAE national workforce goals and company objectives.

The Emiratisation Manager collaborates with HR, operations, and senior leadership to identify suitable roles for Emirati nationals, define competency requirements, and ensure inclusive development opportunities.

Daily activities include monitoring Emiratisation targets, preparing reports and dashboards, liaising with government entities and regulatory bodies, and ensuring compliance with relevant UAE labor regulations and Emiratisation policies.

The role also involves organizing training initiatives, mentorship schemes, and engagement activities to foster a positive work environment and long-term career progression for Emirati team members.

Qualifications

  • Experience in Emiratisation, nationalization programs, or talent development in the UAE, preferably within transportation, hospitality, or service-oriented industries.
  • Strong skills in HR strategy, workforce planning, and program management, with the ability to design and implement structured Emiratisation initiatives.
  • Proficiency in stakeholder management, including collaboration with internal departments, external partners, and government entities involved in Emiratisation and labor regulations.
  • Ability to collect, analyze, and report data related to Emiratisation targets, recruitment pipelines, retention rates, and training outcomes.
  • Excellent communication and interpersonal skills, with the ability to engage, motivate, and support Emirati employees at different career stages.
  • Solid understanding of UAE labor laws, Emiratisation frameworks, and relevant government programs and incentives.
  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field; professional HR certification is an advantage.
  • Demonstrated ability to work on-site in a fast-paced operational environment in Dubai, with strong organizational and problem-solving
