Role overview

Al Masaood Power Division seeks a detail-oriented, commercially astute Contracts & Procurement Engineer to support projects across the UAE and wider GCC.

The role manages procurement and contract lifecycle activities for power generation equipment, spare parts, services, and related materials.

The position supports cost-effective sourcing, supplier compliance, timely delivery, and adherence to company, quality, and regulatory requirements.

The role collaborates with Projects, Procurement, Finance, Planning, and Site teams on commercial performance, project costs, cash flow, and governance.

Procurement and contracts

  • Develop procurement strategies for equipment, subcontractors, and technical services aligned with projects and business objectives.
  • Prepare RFQs, RFPs, and tenders; evaluate technical and commercial bids, supplier capability, costs, and risks.
  • Negotiate supplier terms, pricing, delivery schedules, and payment terms; draft and manage purchase orders, supply agreements, framework contracts, and subcontracts.
  • Prepare commercial reports and forecasts; monitor project performance against approved budgets and baselines.
  • Identify cost overruns, contractual risks, and margin erosion early.

Variations, administration, and controls

  • Manage variation orders, claims, and change requests from preparation through negotiation and close-out; assess impacts from changes, delays, acceleration, and scope revisions.
  • Administer client contracts, subcontracts, supplier agreements, purchase orders, and commercial correspondence.
  • Ensure contractual notice requirements and commercial obligations are met; identify and escalate risks, liabilities, and exposures.
  • Draft commercial correspondence and notices; review subcontractor payment applications and certify valuations.
  • Maintain commercial trackers for costs, variations, risks, payments, procurement, and subcontract status.
  • Coordinate cost reporting with schedules and support stronger commercial governance and reporting systems.

Stakeholder coordination and reporting

  • Coordinate with Project Managers, Engineers, Procurement, Finance, Site teams, and other functions on commercial reporting and procurement alignment.
  • Attend project reviews, provide commercial updates, and support client-facing commercial discussions as required.
  • Monitor supplier quality, delivery, cost, and service; resolve issues through corrective action.
  • Track procurement KPIs, maintain ERP records, and report spend, savings, and supplier performance.
  • Ensure procurement complies with company policies, ISO standards, local regulations, and HSE requirements.

Qualifications and experience

  • A bachelor’s degree in Engineering, Supply Chain Management, or a related field with at least 5 years of experience; alternatively, 5–8 years in a similar Contracts & Procurement Engineer role within the last 12 years.
  • Strong knowledge of supply chain processes and contract administration, with experience managing high-value technical equipment procurement.
  • Experience working under FIDIC or similar contract forms.
  • Power generation EPC and maintenance project experience, or data center project experience, is an advantage.
  • UAE or GCC location and strong English proficiency are preferred; English fluency is stated as essential.

Skills and competencies

  • Strong understanding of contract law, risk management, and compliance requirements.
  • Strong presentation, meeting facilitation, contract negotiation, analytical, and problem-solving skills.
  • Strong reporting and forecasting capabilities across multiple projects.
  • Proficiency in ERP systems such as SAP and Oracle, and Microsoft Office, particularly Excel.
  • Knowledge of power generation technologies and suppliers is an advantage.
  • Organized, proactive, adaptable, solutions-focused, and able to work independently or with a team under deadlines.
  • Willingness to travel to project sites as needed.

Key deliverables

Accurate monthly reporting with improved visibility of project margin and risk exposure.

Timely submission and closure of variations and claims.
