Construction Manager - Infrastructure Projects

Construction delivery

• Lead infrastructure construction, including roads, bridges, utilities, drainage, wet and dry utilities, earthworks, and associated civil works.
• Plan and supervise daily site operations and efficient deployment of manpower, plant, materials, and other resources.
• Develop executable look-ahead programmes from project schedules and track progress against baseline targets.
• Identify delays, constraints, and risks early and implement recovery plans.
• Lead Project Engineers, Site Engineers, Foremen, and Supervisors to deliver work safely and on time.
• Manage subcontractors and suppliers, monitoring performance, productivity, and scope compliance.

Authorities, quality, and safety

• Coordinate with UAE authorities and service providers, including RTA, DEWA, Dubai Municipality, Etisalat/du, and Civil Defence, on NOCs, permits, inspections, and approvals.
• Ensure compliance with approved drawings, specifications, authority requirements, and local regulations.
• Enforce HSE standards, including risk assessments, method statements, and permit-to-work systems, and promote a zero-harm culture.
• Coordinate inspections and testing with QA/QC and close out NCRs and snag lists.

Cost, reporting, and handover

• Monitor site costs, resource use, and productivity to keep the project within budget.
• Support variations, quantity verification, and subcontractor payment certification.
• Prepare progress reports, present them to project management and senior leadership, and attend client, consultant, and internal progress meetings.
• Manage testing, commissioning, authority handover, as-built records, and close-out documentation.

Requirements

• Bachelor’s degree in Civil Engineering or a related discipline is mandatory.
• 15+ years of construction experience, including at least 5–7 years as a Construction Manager or Senior Site Manager.
• Proven UAE infrastructure project experience, such as roads, bridges, utilities, drainage, or master-community infrastructure.
• Strong main-contractor-side experience with contracting firms is essential.
• Track record delivering large-value infrastructure projects from start to finish.
• Thorough knowledge of UAE authority requirements, specifications, and approval processes, including RTA, DEWA, and Dubai Municipality.
• Solid understanding of civil and infrastructure construction methods.
• Working knowledge of Primavera P6 or MS Project and MS Office.
• PMP or equivalent certification is an advantage; familiarity with FIDIC contracts is preferred.
