Cargo Operations Services Officer

Job Purpose

Tender and Transition Operations

• Execute tenders with Group Procurement and Supply Chain, Regional Managers Operations, and Cargo Managers.
• Conduct technical, compliance, and operational assessments using standard evaluation tools.
• Plan site inspections, operational readiness reports, and transition plans for new Ground Handling Agents.
• Coordinate with route management, training, systems, and local cargo managers to support smooth operational transitions.

Supplier and Performance Management

• Participate in supplier negotiations and provide operational input aligned with procurement policies and business requirements.
• Compile service requirements and develop start-up and changeover plans.
• Analyze Ground Handling Agent performance data for gaps in safety, customer service, claims, and operational efficiency.
• Provide input for Letters of Concern and Service Improvement Notices.

Cargo Operations and Data

• Prepare charge notes for short-notice charters and assess ground handling capabilities for freighter operations.
• Ensure handling assessments cover equipment, infrastructure, security, and access controls.
• Maintain global operations checklists and evaluation tools and research industry and internal performance data.
• Maintain contract, Service Level Agreement, rate, spend, and Accounts Payable records.
• Support tender and re-contracting analysis, monitor early contract spend, and develop digital data repositories.

Required Qualifications

• Hold a bachelor's degree or equivalent.
• Have a minimum of 5+ years of experience in an air cargo operational environment.
• Have experience in airport cargo operations-related areas.

Additional Consideration

• Supervisory experience in cargo warehouse and aircraft handling operations is advantageous.
• Experience with quality and safety assurance programs is advantageous.
• Communication and collaboration experience in air cargo contracting, station start-up, and performance management is advantageous.
• Experience drafting and negotiating IATA Standard Ground Handling Agreements is advantageous.
• Experience using Microsoft Excel and Microsoft Access for data analysis and database queries is advantageous.
