About noon:

We’re building an ecosystem of digital products and services that power everyday life across the Middle East—fast, scalable, and deeply customer-centric.

Our mission is to deliver to every door every day.

We want to redefine what technology can do in this region, and we’re looking for an Assistant Manager – Government Relations (PRO) who can help us move even faster.

Noon’s fastest hyper-local delivery platform, Noon Minutes, offers a localized assortment of FMCG & grocery products with delivery within 15-minutes.

Currently live across the UAE, Saudi Arabia and Egypt offering thousands of products to customers in record time.

noon’s mission: Every door, every day.

What You'Ll Do

Team noon has some of the fastest, smartest, and hardest-working people we've encountered.

With a young, aggressive, and talented team, we're driving major missions forward.

  • Act as noon's single point of contact (SPOC) for all government and regulatory-authority interactions — RTA, CID, Municipality, SIRA, Police, and MOHRE — across the UAE cluster.
  • Maintain regular touchpoints with RTA, Municipality, CID, and local police, so the first conversation isn't during a crisis.
  • Own resolution for road-blocking, unauthorized parking, and DA resting-area shortages at the store/cluster level, coordinating with Real Estate and Logistics.
  • Lead applications and renewals for parking permits, resting-area allocations, and noon-branded bike box/branding permits on vendor-owned bikes.
  • Engage Municipality/CID proactively on large DA assembly and noise-complaint risk before it escalates into a formal notice.
  • Serve as SPOC for police/CID-involved cases — theft, DA conduct, and community-damage complaints — keeping Operations out of direct authority conversations.
  • Flag upcoming regulatory changes (e.g., RTA parking policy, MOHRE accommodation rules) before they turn into fines or notices.
  • Maintain a live case log/tracker covering escalation type, authority, status, and outcome.
  • Brief store/Operations teams periodically on the "acknowledge, don't engage" escalation protocol, so first-line handling stays consistent.
  • Support noon's EV transition as it evolves — engaging Municipality and other authorities on charging-station access and infrastructure, alongside Building Management.

What you'll need:

  • Bachelor's degree in Business Administration, Public Relations, or a related field.
  • 3–5 years of experience in a Government Relations / PRO role in the UAE, ideally within logistics, last-mile delivery, retail, or F&B.
  • Established working relationships with RTA, Dubai Municipality, CID, Police, and MOHRE.
  • Valid UAE PRO card / government-liaison certification.
  • Fluent in Arabic and English, written and spoken.
  • Strong negotiation and stakeholder-management skills — comfortable representing the company directly to authorities.
  • Good documentation and reporting discipline; comfortable maintaining structured case logs.
  • Ability to work in a fast-paced environment and manage multiple stakeholders at once.
  • UAE driving license preferred, given cross-cluster site visits.

Who will excel?

  • We're looking for people with high standards, who understand that hard work matters.
  • This role rewards resourcefulness and a bias for action, especially when navigating regulatory situations with no existing playbook.
  • You'll be building relationships and processes with authorities from the ground up — original thinking is part of the job, not a bonus.
  • noon is not for everyone; readiness to adapt, pivot, and learn as the business evolves is essential.
