Role overview

The Pavements Site Agent will lead safe, efficient, and compliant delivery of pavement and associated highway works on the Simister Island M60/M62/M66 scheme.

Works include pavement layers and related highway assets, coordinated with earthworks and other project disciplines.

The approximately three-year construction project is scheduled to start in June 2026, with post-construction handover support required.

Project background

Costain is the Delivery Integration Partner for National Highways on the £240 million Simister Island interchange improvement north of Manchester.

The scheme includes new and widened road links, lane additions, drainage, lighting, motorway technology, signage, and signalling upgrades.

Delivery and coordination

  • Deliver pavement works, including formation, capping, sub-base, pavement layers, kerbing, vehicle restraint systems, concrete barriers, and road markings.
  • Manage site teams, subcontractors, and suppliers; coordinate with traffic management, structures, drainage, utilities, technology, commercial, design, and stakeholder teams.
  • Maintain network availability, limit disruption to road users, and support handover of completed assets to National Highways.

Site management

  • Lead by example on safety and promote right-first-time quality; manage, supervise, train, and mentor site staff.
  • Support planning, procurement, resource requisitioning, product control, and subcontract activities.
  • Review contracts, work methods, programmes, budgets, and productivity; report changes and discrepancies to project, QA, and QS teams.
  • Keep accurate site diaries and records, communicate non-conformances, and review and enforce inspection plans, risk assessments, and method statements.

Requirements

  • Well-documented experience in construction delivery.
  • Knowledge and experience of relevant standards and procedures.
  • Experience working within a Principal Contract.
  • Motorway experience is preferred.

Project duration

Construction is expected to take approximately three years from June 2026; post-construction support for handover into operations is also required.
