Role Overview

Manage public and private sector bidding operations in Saudi Arabia for the medical supplies, devices, and pharmaceutical sector.

Serve as the central hub for all tender activities, navigating government procurement portals (Etimad and NUPCO) and managing the end-to-end bid lifecycle.

Combine commercial acumen with understanding of Saudi procurement laws, SFDA regulatory requirements, and Local Content mandates to maximize tender win rates and drive revenue growth.

Tender Preparation & Submission

  • Monitor, identify, and evaluate relevant tender opportunities across government portals (Etimad, NUPCO) and private hospital procurement platforms.
  • Lead the full lifecycle of tender submissions, from initial review and purchasing of tender documents (RFP/RFQ) to final compilation of technical and commercial offers.
  • Ensure all bid submissions are accurate, fully compliant with the tender's scope of work, and submitted before strict government deadlines.
  • Calculate and integrate the Local Content baseline and target scores into government bids in alignment with LCGPA regulations.

Cross-Functional Coordination

  • Collaborate with Sales, Product Management, and Regulatory Affairs teams to gather product specifications, SFDA registration certificates (MDMA), and clinical catalogs required for the technical bid.
  • Partner with Finance and Sales Directors to develop competitive pricing strategies, Bills of Quantities, and profit margin analyses for each bid.
  • Verify stock availability, lead times, and cold-chain logistics capabilities with the Supply Chain team to meet tender delivery schedules without penalties.

Key Performance Indicators

Increase the percentage of successful bids across both NUPCO and private sector RFPs.

Maintain a 100% compliance rate with zero tender rejections due to missing documents, expired certificates, or late submissions.

Ensure submitted pricing adheres to approved gross margin targets while remaining competitive.

Achieve a timely return rate for expired bid bonds to optimize working capital and bank credit limits.

Qualifications & Experience

  • Bachelor's degree in Business Administration, Finance, Pharmacy, Biomedical Engineering, or a related field.
  • 5 to 10 years of direct experience in tender management, pricing, or commercial operations specifically within the KSA medical, pharmaceutical, or healthcare distribution industry.
  • Hands-on, expert-level proficiency in navigating the Etimad platform and NUPCO procurement cycles.
  • Strong understanding of Saudi Government Tenders and Procurement Law, LCGPA mandates, and SFDA documentation requirements.
  • Exceptional, professional fluency in both Arabic and English is mandatory.
  • Meticulous attention to detail and high organizational skills under strict, non-negotiable deadlines.
  • Strong analytical and mathematical skills for BOQ pricing, margin calculations, and tender cost estimations.
  • Advanced proficiency in Microsoft Excel (VLOOKUP, Pivot Tables) and ERP/CRM systems (e.g., SAP, Salesforce).
  • Excellent communication and negotiation skills to align multiple internal departments toward a single submission deadline.

Location and Employment

  • Location: Riyadh, Saudi Arabia.
  • Employment Type: Full-Time.
  • Department: Sales Operations / Commercial.
