Qualifications

Graduate in Human Resources, Business Administration or related discipline.

Recruitment certifications and knowledge of Middle East hiring practices preferred.

Experience

7+ years in Executive Search, Recruitment Consulting, Talent Acquisition or Staffing Industry.

Should have a proven track record in leading recruitment teams, driving business development initiatives, managing client relationships, and delivering recruitment mandates across multiple industries.

Arabic language proficiency is mandatory.

Position Goals & Key Performance Indicators

  • The incumbent, in this role, shall be responsible for:
  • To ensure achievement of recruitment and business development objectives within defined timelines, quality standards, and revenue expectations, as well as:
  • Achieve recruitment delivery targets
  • Drive new business acquisition and client retention
  • Ensure quality of candidate and client experience
  • Strengthen market presence across the GCC region
  • Build and lead a high-performance recruitment team

Duties & Responsibilities

In the role, the following illustrative list of responsibilities are included, but not limited to:

Planning and Business Development

  • Develop and execute business development strategies for the Dubai and GCC markets.
  • Identify and acquire new clients through networking, referrals, and market intelligence.
  • Build long-term relationships with key decision-makers across target industries.
  • Develop annual business plans, recruitment targets, and revenue forecasts.
  • Assess market opportunities and competitive landscape to drive business growth.
  • Collaborate with leadership to expand service offerings and market penetration.

Recruitment Delivery and Client Management

  • Lead end-to-end recruitment assignments for clients across multiple sectors.
  • Ensure timely delivery of mandates while maintaining quality standards.
  • Manage key client relationships and act as a strategic talent advisor.
  • Oversee candidate sourcing, assessment, interviewing, and onboarding processes.
  • Monitor recruitment performance, productivity, and service delivery metrics.
  • Ensure compliance with local regulations and client requirements.

Talent Acquisition Excellence

  • Develop innovative sourcing strategies to attract top talent.
  • Strengthen employer branding and talent engagement initiatives.
  • Ensure high-quality candidate experience throughout the recruitment lifecycle.
  • Review recruitment processes and implement best practices for efficiency.
  • Maintain strong talent pipelines for current and future hiring requirements.
  • Leverage technology and recruitment analytics to improve hiring outcomes.

Management & Development

  • Build, mentor, and develop recruitment and business development teams.
  • Support manpower planning, performance management, and succession planning.
  • Establish performance standards and conduct regular reviews.
  • Drive collaboration across teams to maximize business opportunities.
  • Encourage continuous learning and professional development.
  • Foster a culture of accountability, client focus, and business excellence.
