Job Purpose
Administer subcontractor interim payment certificates from receipt to posting.
Ensure each certificate is fully matched, correctly priced against the contract, and that retention, advance recovery, back-charges, taxes, and bonds are accurately handled.
Key Responsibilities
- Receive and process subcontractor interim payment certificates against active contracts and approved variation orders.
- Perform a full match across the contract, engineer certification, retention, advance recovery, and back-charges.
- Calculate retention and advance recovery in line with the contractual percentages and track the remaining balances.
- Apply documented back-charges, value added tax, and withholding tax to each certificate.
- Track advance payment, performance, and retention bonds, and raise alerts ahead of expiry.
- Post approved payment certificates as vendor bills in the ERP.
- Coordinate retention releases against partial completion, final completion, and defects-liability milestones.
Qualifications and Experience
- Bachelor's degree in Accounting, Finance, Quantity Surveying, or Civil Engineering with a commercial focus.
- Three to five years in subcontract administration or project cost control within construction or contracting.
- Strong understanding of interim payment certificates, retention, back-to-back terms, and bank guarantees.
- Experience with NetSuite or a comparable ERP.
- Fluent in Arabic and English.
Skills and Competencies
- Strong numerical and contractual analysis ability.
- Attention to detail in measurement and certification review.
- Effective coordination with project managers and quantity surveyors.
- Disciplined tracking of bonds and recoverable balances.
