Specialist – Policies & Studies (Passenger Transport)

Research, Policy Development & Reporting

• Prepare periodic and comprehensive reports on passenger transport activities by collecting, analyzing, and interpreting operational data.
• Support the preparation of high-quality reports that enable informed decision-making by senior management.
• Participate in the development and review of policies, studies, and strategic initiatives related to passenger transport.
• Conduct research, benchmarking studies, and analysis of international best practices to support continuous improvement.

Data Analysis & Performance Management

• Collect, validate, and analyze operational data to ensure reporting accuracy and quality.
• Monitor industry trends, identify operational gaps, and recommend process improvements.
• Support the development and monitoring of departmental performance indicators (KPIs).
• Contribute to excellence initiatives, quality management, auditing activities, and organizational performance programs

Documentation & Project Coordination

• Prepare, review, and translate technical documents, methodologies, manuals, and policies in accordance with organizational standards.
• Coordinate with internal departments and external stakeholders to gather information and support policy initiatives.
• Assist in monitoring departmental projects, ensuring timely execution and alignment with approved plans.

Stakeholder Collaboration

• Work closely with cross-functional teams to support strategic projects and policy implementation.
• Coordinate with relevant internal and external stakeholders to ensure effective communication and successful delivery of initiatives.
• Support departmental objectives through effective planning, coordination, and continuous process improvement.

Qualifications & Experience

• Bachelor's degree in Business Administration, Public Policy, Transportation, Engineering, Economics, or a related discipline.
• Minimum 3–5 years of experience in policy development, strategic planning, research, business analysis, government, transport, or related fields.
• Strong analytical and report-writing skills with the ability to interpret complex data.
• Experience conducting research, benchmarking, and preparing policy or strategic reports.
• Knowledge of performance management frameworks, KPIs, and quality or excellence programs is highly preferred.
• Excellent communication, coordination, and stakeholder management skills.
• Strong proficiency in Microsoft Office applications, particularly Excel and PowerPoint.
• Fluency in English and Arabic is mandatory.
