Role overview

Provide technical leadership for completion, commissioning, handover, and close-out of a major water transmission infrastructure project at NEOM.

Lead engineering assurance during final delivery, resolving technical issues and supporting transition from construction to operations.

Key responsibilities

  • Lead close-out engineering for pipelines, pumping stations, reservoirs, valve chambers, and associated water transmission infrastructure.
  • Provide technical oversight for testing, commissioning, performance validation, and system acceptance; ensure design, operational, regulatory, and project requirements are met.
  • Resolve engineering issues, technical queries, NCRs, punch-list items, and defects through close-out.
  • Review commissioning records, performance tests, as-built documents, and handover packages with contractors, consultants, and operations teams.
  • Monitor contractor performance and guide completion milestones; coordinate civil, mechanical, electrical, instrumentation, controls, GIS, and BIM teams.
  • Support risk assessments, constructability reviews, lessons learned, and asset optimization.
  • Ensure technical approvals, engineering documentation, asset registers, and turnover records are complete and compliant.

Experience and technical requirements

  • At least 20 years of water engineering experience, including major water transmission, utilities, or infrastructure projects through construction, commissioning, and handover.
  • Strong expertise in large-diameter pipelines, pumping stations, reservoirs, hydraulic systems, pressure management, commissioning, operational readiness, and asset handover.
  • Proven leadership on major water, utility, or linear infrastructure projects; complex stakeholder environments are preferred.
  • Familiarity with engineering management systems, BIM environments, asset information systems, Autodesk Construction Cloud, and digital delivery platforms.
  • Strong understanding of contractor management, change management, project controls, risk management, claims awareness, and project completion.

Education and preferred qualifications

  • Bachelor's degree in Civil Engineering, Water Engineering, Mechanical Engineering, or a related discipline.
  • Chartered Engineer status or equivalent professional registration is preferred.
  • Major Middle East water infrastructure and asset handover programme experience is highly desirable.

Leadership capabilities

  • Demonstrated ability to lead multidisciplinary teams, manage senior stakeholder relationships, and drive project outcomes in complex delivery environments.
  • Strong communication, problem-solving, decision-making, negotiation, and stakeholder management skills.
