Senior Technical Engineer – Procurement Department

Role overview

Responsibilities

• Manage technical procurement activities for construction, finishing, and fit-out projects.
• Review engineering drawings, BOQs, specifications, and material requirements before procurement.
• Handle sourcing, RFQs, technical and commercial evaluation, negotiations, and purchase order coordination.
• Prequalify suppliers and subcontractors against compliance, quality, cost, and delivery needs.
• Evaluate materials, review submittals and samples, and coordinate consultant approvals.
• Coordinate procurement requirements with engineering, design, project management, and site teams.
• Identify design or construction constraints that may affect procurement or execution.
• Recommend alternative materials and value-engineering solutions while maintaining quality and technical standards.
• Monitor schedules, approvals, purchase orders, and supplier delivery commitments; resolve shortages, delays, and technical discrepancies.
• Coordinate inspections and testing, prepare status reports, and update stakeholders on procurement and delivery progress.
• Ensure compliance with company procedures, specifications, quality standards, and HSE requirements.

Requirements

• Bachelor's degree in Civil Engineering or Architectural Engineering.
• 5–7 years of relevant Saudi Arabia experience in construction, contracting, or fit-out projects.
• Proven experience in completed finishing and fit-out projects.
• Mandatory hands-on procurement experience in construction or contracting.
• Strong knowledge of construction materials, architectural finishes, specifications, drawings, and BOQs.
• Practical experience with supplier sourcing, RFQs, bid evaluation, negotiations, and purchase order management.
• Experience with technical submittals, material approvals, and consultant and project-team coordination.
• Ability to recommend technically compliant and commercially competitive solutions.
• Knowledge of value engineering and construction methods.
• Proficiency in AutoCAD and MS Office; SAP, SAP Ariba, Oracle, or another ERP/procurement system is advantageous.
• Strong communication, negotiation, coordination, and problem-solving skills.
• Candidates with only general technical-office experience or procurement coordination do not meet the core requirements.
