Role overview

Responsibilities

• Establish Basis of Design, process criteria, product specifications, facility capacities and storage philosophy.
• Lead technology studies for HDS, sulphur recovery and handling, tank farms, storage and marine loading.
• Direct preparation and review of Heat and Material Balances, PFDs, P&IDs, equipment datasheets, line lists and process calculations.
• Ensure relevant marine fuel specification compliance, including ISO 8217 and MARPOL sulphur limits.
• Lead HAZID and HAZOP; oversee SIL, LOPA, pressure relief, flare and blowdown studies.
• Coordinate with licensors, contractors and environmental specialists on design, guarantees, emissions and effluent inputs.
• Prepare EPC ITB scopes, lead technical bid evaluations and review detailed engineering, queries, deviations and MOC requests.
• Approve operating, control and ESD philosophies; participate in model, design and constructability reviews.
• Verify integration across process units, tank farms, utilities, marine loading and sulphur handling systems.
• Witness FATs where required; review commissioning and operating procedures and support start-up, performance testing, troubleshooting and handover.
• Ensure compliance with applicable API, ASME, IEC 61511, Shell DEP or equivalent standards and environmental and social requirements.

Key qualifications

• Bachelor's degree in Chemical Engineering; a Master's degree in Chemical Engineering or a related discipline is preferred.
• At least 15 years of relevant process engineering experience and at least 8 years in senior, lead, managerial or process technical authority positions.
• Experience across the complete Pre-FEED, FEED and EPC lifecycle; Owner's Engineering or PMC experience is strongly preferred.
• Expertise in hydroprocessing, particularly HDS or hydrotreating, and experience with petroleum terminals, tank farms, storage and marine loading systems.
• Experience leading HAZOP and overseeing SIL/LOPA, pressure relief, flare and blowdown studies.
• Proficiency in Aspen HYSYS and Flarenet or equivalent tools; working knowledge of API, ASME, IEC 61511 and Shell DEP or equivalent standards.
• Sulphur recovery or handling experience is an advantage; GCC, particularly Oman, experience is preferred.
• International lender, Equator Principles and IFC framework experience is advantageous; CEng, PE or equivalent registration is preferred.
• Strong technical authority, engineering judgement and contractor and licensor management; excellent communication, decision-making and multidisciplinary coordination skills.
