Role overview

Represent the Owner as a senior mechanical engineering authority through Pre-FEED, FEED and EPC phases of a major oil and gas project in Oman.

Protect technical integrity and support safe, reliable and maintainable operations over a 40-year design life in a coastal, high-corrosion environment.

Scope includes static and rotating equipment, mechanical packages, storage tanks and marine loading systems.

Responsibilities

  • Establish design basis, equipment philosophy, sparing strategy, materials requirements and maintenance philosophy.
  • Review equipment selection, sizing, lists, weights, datasheets, specifications, technical requisitions and engineering deliverables.
  • Lead code-based reviews of storage tanks, pressure vessels, heat exchangers and rotating equipment.
  • Address hydroprocessing, high-pressure hydrogen service, tank farms, marine fuel handling, corrosion protection and equipment suitability.
  • Provide inputs to RAM assessments, equipment criticality, maintenance strategies and lifecycle cost evaluations.
  • Prepare EPC ITB scopes and lead technical bid evaluations; review contractor and vendor documents, queries, deviations and MOC proposals.
  • Participate in design, HAZOP and constructability reviews; witness FATs and oversee inspections and vendor quality activities.
  • Monitor manufacturing, delivery, installation, alignment, preservation, pre-commissioning, completion and punch-list closeout.
  • Support commissioning, start-up, performance testing and handover; ensure compliance with standards, specifications and HSE requirements.
  • Provide technical leadership to project teams, contractors, consultants and vendors, resolving complex engineering issues.

Key qualifications

  • Bachelor's degree in Mechanical Engineering; a Master's degree is preferred.
  • At least 15 years of relevant mechanical engineering experience in oil and gas, refining, petrochemical or related process industries, including at least 8 years in senior, lead or technical authority roles.
  • Experience across Pre-FEED, FEED and EPC, preferably representing an Owner, PMC or engineering consultant.
  • Expertise in static and rotating equipment for hydroprocessing, including reactors, pressure vessels, heat exchangers, pumps, compressors and mechanical packages.
  • Experience with petroleum terminals, tank farms, marine fuel handling, loading arms and terminal infrastructure.
  • Working knowledge of API 650, API 620, API 610, API 617, API 618, ASME Section VIII, TEMA, and Shell DEP or equivalent standards.
  • Practical experience in equipment specification, bid evaluation, vendor document review, inspections, FATs, installation, commissioning and start-up.
  • Knowledge of hydrogen service, corrosion, materials selection, reliability and maintenance is highly desirable.
  • GCC or Oman project experience is preferred; lender-financed project assurance experience is an advantage.
  • CEng, PE or equivalent professional registration is preferred.
  • Demonstrated technical authority, contractor and vendor interface management, complex problem-solving and effective English communication.
