Procurement Snr Manager is responsible to lead execute the overall procurement related strategy and operational lifecycle for aligning the demand and supply of goods and services across all sourcing categories of responsibility within the organization.
The procurement categories include technology, marketing, real estate and facility management services, Human Resources related services (including manpower agencies, resource consulting, training) and general services.
Duties And Responsibilities
- Ensures the end to end procurement lifecycle is effectively managed and delivers operational and commercial value to the organization
- Manage and support all sourcing initiatives including negotiation and contracting execution while ensuring risk mitigation and commercial protection to the organization
- Prepare and manage the end to end procurement lifecycle activity including, requests for quotation, scope definition documents, commercial and legal negotiations, total cost of ownership, legal provisions, service levels, etc.
- Manage and take responsibility for procurement activity for critical, operational, real estate related and critical strategic initiatives across the company
- Focus point of contact for Internal Audit, Risk, Finance and other control functions to ensure an optimal way of working is adopted by the procurement team members
- Possess a deep understanding of each business unit domain requirements (e.g. IT, Marketing, HR, Finance, Insurance, Risk etc)
- Ability to independently lead as well as support team members if required, to negotiate contractual legal terms and conditions to achieve an acceptable position for the organization, minimizing commercial exposure
- Works closely with the department members to define the procurement strategy, setting performance objectives to monitor and report internal KPI performance
- Management level competency to collaborate with stakeholders and where required/appropriate, to create, manage and execute:
- a. detailed contracts analysis b. spend analysis and usage patterns
- c. demand management sourcing forecasts
- d. internal/market benchmark data
- e. alignment between departmental requirements and Procurement department objectives
- Identify and deliver transformational change through by introducing operational efficiency for business units (e.g. online catalogue management)
- Gather industry market intelligence to ensures trends are considered as part of the procurement category strategy
- Drives, monitors and reports all cost optimization benefits (cost savings) and delivers multi millions of dirhams in cost benefits to the organization in accordance with agreed annual KPIs Provide sourcing management support to team members and the wider organization to drive overall productivity, promoting best practice sharing, collaboration and corporate values
- Actively participate and contribute to the development of the Procurement department as a value adding function within the organization through trusted and confident stakeholder management.
- Responsible to draft and review all department related policies and standard operating procedures supporting the Head of Department accordingly in all internal governance and procedures.
Education
- Degree qualified in business, commerce or related field
Experience
- Minimum 5 years+, with demonstrable procurement management experience, including managing multiple procurement portfolios across varied business units
- Ability to drive procurement strategy and re-enforce the value of procurement across business units
- Operate within a multi matrix performance driven structure with the ability to lead cross functional projects, sourcing initiatives and team members
- Be a role model for team members driving capability development and training plans
- Excellent negotiation & influencing skills to manage third parties & internal stakeholder expectation
- Experienced change leader with the ability to drive & motivate others to deliver positive change
- Excellent communicator effectively managing relationships across business units and externally
- Confident presentation skills to executives empowering trust and confidence
