Senior Infrastructure Manager (Wet Utilities Specialist)

Role overview

Technical leadership and design

• Lead infrastructure design and delivery across master-planned residential, mixed-use, and hospitality developments.
• Provide wet utilities expertise across potable water, irrigation, sewerage, stormwater drainage, TSE systems, pumping stations, and associated infrastructure.
• Review design submissions, technical reports, calculations, specifications, and BIM/CAD drawings for technical integrity, value, and project objectives.

Authorities and stakeholder coordination

• Liaise with UAE authorities and utility providers, including Dubai Municipality, DEWA, RTA, and Civil Defense, to obtain approvals, permits, and NOCs.
• Coordinate clients, multidisciplinary teams, specialist sub-consultants, and contractors across infrastructure, roads, landscape, and MEP/building-services interfaces.

Project and commercial delivery

• Oversee consultant and contractor performance against contractual requirements, quality standards, budgets, and timelines.
• Lead technical bid evaluations and tender reviews and advise on consultant and contractor appointments.
• Identify technical, commercial, and schedule risks and develop mitigation and value-engineering strategies.
• Prepare management dashboards, status reports, and strategic presentations for executive and developer stakeholders.

Candidate qualifications

• Bachelor’s degree in Civil Engineering, Environmental Engineering, or a closely related discipline from an accredited university.
• Professional chartership such as CEng or MICE is highly desirable.
• 12–15 years of progressive infrastructure engineering and project management experience in the UAE or GCC.
• Demonstrated wet utilities design and delivery expertise on large-scale real estate or master developer projects.
• Comprehensive understanding of UAE municipal codes, utility authority standards, NOC procedures, and approval workflows.
• Experience managing multidisciplinary engineering consultancies and contractor teams on major master developments.
• Working knowledge of infrastructure software, BIM/GIS workflows, design review platforms, and project management software.
• Strong leadership, negotiation, and communication skills in English.
