Role overview

Responsibilities

• Develop, implement, and monitor project HSE plans, policies, procedures, and safe working practices.
• Ensure compliance with UAE HSE legislation, Dubai Municipality requirements, and applicable international safety standards.
• Conduct site inspections, safety audits, and risk assessments, and ensure corrective actions are implemented.
• Review risk assessments, Job Safety Analyses, method statements, and Permit-to-Work systems.
• Monitor high-risk work, including work at height, lifting, scaffolding, and temporary works.
• Investigate accidents, incidents, and near misses; report findings and recommend corrective and preventive actions.
• Deliver HSE inductions, toolbox talks, and safety training; monitor subcontractor HSE performance.
• Maintain HSE records and statutory registers; coordinate with project teams, consultants, contractors, and authorities.
• Track HSE performance indicators, corrective-action closure, emergency preparedness, response planning, and safety drills.
• Guide and supervise HSE Officers and promote a proactive safety culture and continuous improvement.

Requirements

• Bachelor's degree in Engineering or a related discipline.
• Minimum 8–10 years of construction HSE experience and UAE construction experience.
• Mandatory experience on high-rise tower projects exceeding 50 floors; CV must state the project name and floor count.
• NEBOSH certification is mandatory.
• Strong knowledge of UAE construction HSE regulations and Dubai Municipality requirements.
• Experience in HSE audits, risk assessments, incident investigations, and safety management systems.
• Knowledge of ISO 45001 and ISO 14001 standards.
• Strong communication, leadership, reporting, and coordination skills; able to work with project teams, consultants, contractors, and subcontractors.
