Role purpose

Planning and pre-commissioning

• Review telecom engineering deliverables, datasheets, vendor documents, and system architecture drawings.
• Develop commissioning procedures, method statements, Commissioning Test Sheets, and system completion dossiers; support execution planning and systemization.
• Define subsystem boundaries and handover milestones.
• Verify installations against approved-for-construction drawings; inspect mechanical completion and verify punch lists.
• Check cable termination, labeling, grounding, and continuity; witness fiber, copper, loop, power-up, and equipment tests.
• Coordinate punch close-out with construction and quality teams.

Systems in scope

• Voice systems: PABX/IP telephony, VoIP, SIP gateways, and hotline systems.
• Radio systems: VHF/UHF, TETRA, marine, and aviation communications.
• PAGA and public address: amplifiers, loudspeaker networks, call stations, emergency announcements, and alarm functions.
• CCTV and security: IP CCTV, video management, recording servers, video analytics, and camera testing.
• Access control: card and biometric readers, turnstiles, door controllers, and security management software.
• Networks: LAN/WAN, industrial Ethernet, Cisco or managed switches, wireless systems, and network security devices.
• Fiber systems: backbone networks, ODF testing, OTDR analysis, and redundancy validation.
• Integrated security: intrusion detection, perimeter security, and integrated security management platforms.
• Clock and synchronization: GPS time synchronization, NTP servers, and plant clock systems.

Key skills

• Telecom system commissioning, fiber optic testing and OTDR, Cisco networking, IP telephony, CCTV and security systems, radio systems, and PAGA.
• System integration testing, vendor management, technical troubleshooting, commissioning systemization, and completion management systems.

Requirements

• Telecom commissioning knowledge covering the systems within the project scope, including communications, networks, fiber optics, and security systems.
• Ability to review telecom engineering deliverables, vendor documentation, datasheets, and system architecture drawings.
• Ability to develop commissioning procedures, method statements, test sheets, and system completion dossiers.
• Ability to verify installations, inspect mechanical completion, and perform or witness telecom system testing.
• Knowledge of fiber optic testing, including OTDR, and telecom cable testing.
• Ability to lead commissioning and functional testing of telecom, communications, network, and security systems.
• Technical troubleshooting and system integration testing capability.
