Role overview

Consulting workstreams

• Diagnose institutional maturity and develop strategic and operational plans, target operating models, organizational structures, governance, service catalogs, process architectures, and performance frameworks.
• Translate strategies into operational plans and design target models spanning services, capabilities, organization, governance, processes, resources, data, technology, and performance.
• Develop organizational mandates, roles, RACI and delegation matrices, decision mechanisms, service catalogs, service cards, and beneficiary journeys.
• Build process architectures using APQC PCF; analyze and redesign end-to-end processes and document procedures, controls, forms, and integrations.
• Create excellence and continuous-improvement practices, assess against adopted models, and develop improvement plans.
• Design cascaded KPIs and KPI cards; validate data, analyze performance, report results, and track corrective action.
• Develop activation roadmaps, support piloting, train client teams, transfer knowledge, and address implementation feedback.
• Plan and track workstreams, guide consultants and analysts, review outputs, facilitate meetings and workshops, and report progress, risks, and change requests.
• Develop reusable tools and methodologies, document lessons learned, support colleagues, and contribute to technical proposals and estimates while protecting client information.

Experience and qualifications

• More than 6 years in management consulting, institutional excellence, or organizational development, including at least 3 years delivering operating model, process, or performance management engagements.
• Experience with Saudi government or semi-government entities and strong understanding of Vision 2030, Vision Realization Programs, and national frameworks such as EXPRO, DGA, or King Abdulaziz Quality Award.
• Hands-on expertise in strategic planning, operating model design, organizational structuring and governance, service catalogs, APQC PCF, process improvement, and KPI frameworks.
• Working knowledge of excellence models such as EFQM and process modeling standards and tools such as BPMN, ARIS, or Visio.
• Track record of timely, high-quality consulting deliverables and contribution to technical proposals and RFP responses.
• Arabic and English proficiency is highly preferred; strong analytical, problem-solving, communication, and presentation abilities are sought.
• Ability to guide junior team members and work effectively in a fast-paced, client-facing environment.
• Bachelor's degree in Business Administration, Industrial Engineering, Management, or a related field; master's degree is a plus.
• Professional certification is a strong plus, including EFQM Assessor, CBPP, Lean Six Sigma, PMP, or an equivalent certification.
