Role overview

Client strategy and diagnosis

• Analyze client mandates, strategic direction, and links to Vision 2030, Vision Realization Programs, and sector strategies.
• Review institutional documents, data, and practices; conduct interviews, workshops, and evidence collection to assess maturity and identify gaps, root causes, and priorities.
• Develop strategic plans, objectives, initiatives, and success measures aligned with client mandates and national directions.
• Translate strategic objectives into operational plans with activities, owners, deliverables, timelines, and resources; support periodic reviews.

Operating model, organization, and services

• Document current operating models and design target models across services, value chains, capabilities, organization, governance, processes, resources, data, technology, and performance.
• Design organizational structures, unit mandates, roles, RACI and delegation matrices, and decision-making and escalation mechanisms.
• Develop service catalogs and service cards defining beneficiaries, owners, eligibility, delivery channels, and target service levels; analyze beneficiary journeys.

Process and performance

• Build multi-level process architectures guided by APQC PCF and linked to client services and organizational units.
• Analyze and redesign end-to-end processes and document procedures, including inputs, outputs, roles, controls, forms, and integration points.
• Develop excellence, continuous improvement, and knowledge management practices; assess against adopted models and create improvement plans.
• Design cascaded KPIs and KPI cards defining formulas, data sources, owners, frequency, baselines, and targets.
• Validate performance data, prepare reports and dashboards, analyze variances and root causes, and recommend corrective actions.

Delivery and team contribution

• Develop activation roadmaps covering priorities, dependencies, responsibilities, change requirements, and risks; support pilots, train client teams, and transfer knowledge.
• Plan and track work, guide consultants and analysts, review deliverables, facilitate meetings and workshops, document decisions, and report progress and risks.
• Develop reusable consulting tools and methodologies, document lessons learned, support colleague development, and contribute to proposals and scope estimates.
• Maintain confidentiality and protect client data.

Experience and expertise

• More than 6 years of experience in management consulting, institutional excellence, or organizational development, including at least 3 years delivering operating model, process, or performance management engagements.
• Experience with Saudi government or semi-government entities and strong understanding of Vision 2030, Vision Realization Programs, and relevant national frameworks such as EXPRO, DGA, or King Abdulaziz Quality Award.
• Hands-on expertise in strategic planning, operating model design, organizational structuring and governance, service catalogs, APQC PCF process architecture, process improvement, and KPI frameworks.
• Strong working knowledge of excellence models such as EFQM and process modeling standards and tools such as BPMN, ARIS, or Visio.
• Track record of high-quality, timely consulting deliverables and contributions to technical proposals and RFP responses.

Education and additional qualifications

• Bachelor's degree in Business Administration, Industrial Engineering, Management, or a related field.
• A master's degree is a plus.
• Arabic and English proficiency is highly preferred.
• EFQM Assessor, CBPP, Lean Six Sigma, PMP, or equivalent certification is a strong plus.
• Strong analytical, problem-solving, communication, and presentation skills; able to guide junior colleagues in a fast-paced, client-facing environment.
