Regional HR Manager / HRBP – Middle East

Location and travel

• The role may be based in Dubai or Saudi Arabia and requires regional travel.
• The role supports markets including Saudi Arabia, UAE, Egypt, Türkiye, Uzbekistan, and other priority locations.

Role overview

Key responsibilities

• Develop workforce plans, organization structures, and headcount plans aligned with regional growth.
• Lead recruitment across sales, engineering, project management, service, manufacturing, and corporate functions.
• Build talent pipelines and recruiting channels across regional priority markets.
• Implement localization strategies, including Saudization and local talent development.
• Support compensation, benefits, performance management, salary reviews, and incentive programs.
• Manage employee relations and employment processes, including contracts, onboarding, offboarding, attendance, leave, insurance, and compliance.
• Work with legal counsel, PROs, and HR service providers on local employment regulation compliance.
• Support hiring ramp-up for future Pack and cell manufacturing operations.
• Develop talent pipelines, succession plans, training, and cross-cultural integration.

Qualifications

• Bachelor’s degree or above in Human Resources, Business Administration, Law, Psychology, or a related field.
• At least 5 years of HR experience; regional HR, HRBP, or multinational experience is preferred.
• Strong recruiting capabilities and experience across compensation, performance management, employee relations, or organizational development.
• Knowledge of Middle East employment practices; Saudi Arabia or UAE experience is strongly preferred.
• Understanding of Saudization, localization, expatriate employment, and visa/work-permit management is preferred.
• Fluent English required; Arabic is a plus.
• Able to be based in Dubai or Saudi Arabia and travel regionally.
